Cmdr. Williams is a native of Owensboro, Kentucky and a 2001 graduate of the University of Kentucky with a Bachelor of Science in Civil Engineering. He was commissioned an ensign in September 2001 after completion of the Navy’s Officer Candidate School. He holds a Master of Science in Civil Engineering from San Diego State University.
 
Williams’ expeditionary tours include equipment officer, U.S. Naval Mobile Construction Battalion (NMCB) 1; construction manager, U.S. Army Corps of Engineers (USACE) International Zone Resident Office, Baghdad, Iraq; executive officer, NMCB 27; training officer, Naval Construction Group (NCG) 2; operations officer, 22nd Naval Construction Regiment (NCR); and operations officer, NCG 2.
 
His shore assignments include assistant public works officer, north area, Naval District Washington; construction manager, Public Works Department Pennsylvania; course director, facilities acquisition and management, Naval Civil Engineer Corps Officers School; executive officer, Presidential Retreat, Camp David, Maryland; and most recently, public works officer, Naval Submarine Base New London, Groton, Connecticut.
 
Williams is currently assigned as commanding officer of Naval Construction Training Center, Gulfport, Mississippi.
 
His personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal (five awards), Navy and Marine Corps Achievement Medal (two awards), the Presidential Service Badge, and other personal, service, unit, and campaign awards.
 
Williams is a registered Professional Engineer in the Commonwealth of Kentucky, a member of the Defense Acquisition Corps, and qualified as a Seabee combat warfare officer.
