CAPTAIN SHAWN T. BAILEY

Capt. Shawn Bailey, a native of San Antonio, Texas, graduated in 1995 from Texas A&M University at Galveston with a bachelor’s degree in Marine Biology. He graduated from the Naval War College in 2010 with a Master of Arts in National Security and Strategic Studies.

Captain Jill Skeet

Executive Officer, Naval Leadership and Ethics Center

Capt. Jill Skeet, a native of Williamsburg, Kansas, enlisted in the Navy Reserve in 1997 as a hospitalman third class. She graduated from MidAmerica Nazarene University with a Bachelor of Science in Nursing and was commissioned through the Nurse Candidate Program in May 2001.

Command Master Chief Toby A. Ruiz

Command Master Chief, Naval Leadership and Ethics Center

Command Master Chief Toby Ruiz is a native of Montebello, California, but calls Monte Vista, Colorado, home. He enlisted in the U.S. Navy in 1991 and completed boot camp at Recruit Training Command, Great Lakes, Illinois, followed by Signalman “A” School at Naval Training Center Orlando, Florida. After two tours as a collateral-duty command career counselor, he became a navy counselor in 2004 after the signalman rating was disestablished. He was selected for the Command Senior Chief Program in 2008.
