PANAMA CITY, Fla. (Sept. 22, 2021) Capt. Keith Dowling, right, receives a shadow box as part of his retirement ceremony held during a change of command for the Center for Explosive Ordnance Disposal and Diving (CEODD), Sept. 22. Dowling retired after nearly 38 years of service in the U.S. Navy. He enlisted in 1983 and become a chief hospital corpsman in 1993. He earned his commission as a naval officer through the Enlisted Commissioning Program in 1995. After completing explosive ordnance disposal (EOD) training in 2000, he served in a wide range of operational EOD tours, concluding his career as CEODD’s commanding officer.
