Commanding Officer

Cmdr. Robbins, a native of Bayview, Texas, was commissioned in 1998 through Officer Candidate School and was designated an intelligence officer in 1999. He is a graduate of San Diego State University with a Bachelor of Arts in International Security and Conflict Resolution and earned a master's degree in National Security and Strategic Studies at the Naval War College.

Robbins enlisted in the Navy from 1993-1998 as an intelligence specialist serving aboard USS Nimitz (CVN 68) and at Joint Intelligence Center Pacific, where he was selected for commissioning through the Seaman to Admiral Program.

Since 1998, he served at sea aboard USS Carl Vinson (CVN 70) as division officer/supplementary plot watch officer during Operation Enduring Freedom and aboard USS Kearsarge (LHD 3) as the intelligence officer (N2) for Amphibious Squadron 4 during Operation Odyssey Dawn.

His shore tours include the Joint Analysis Center Molesworth, United Kingdom, as the special programs officer and maritime branch chief; United States Fleet Forces Command as the senior watch officer in the N2/N39 intelligence directorate; Navy Expeditionary Intelligence Command as executive officer; and most recently Navy Personnel Command as the intelligence junior officer detailer.

Robbins reported as commanding officer, Information Warfare Training Command San Diego, in August 2016.

A qualified information warfare officer, Robbins' personal decorations include the Defense Meritorious Service Medal, Navy and Marine Corps Commendation Medal (four awards), Joint Service Achievement Medal, and the Navy and Marine Corps Achievement Medal (two awards).

Executive Officer

Lt. Cmdr. Michael Holler, a native of Wyoming, holds a Bachelor of Science in Information Technology from the University of Phoenix. He enlisted in the U.S. Navy in 1990 and was commissioned as an intelligence officer through the Limited Duty Officer Program in 2005.

At sea, he served as a personnelman aboard USS Midway (CV 41), USS Texas (CGN 39) and USS Nimitz (CVN 68). He was selected for the Enlisted Education Advancement Program in 1994 and after completion converted to intelligence specialist, deploying aboard USS Bonhomme Richard (LHD 6). He later completed a significant afloat assignment with Carrier Air Wing 9 as the targeting officer aboard USS John C. Stennis (CVN 74).

His shore tours include service with Personnel Support Detachment Alameda; U.S. Central Command; Naval Strike and Air Warfare Center; Joint Task Force Guantanamo Bay; Navy Cyber Forces Fleet Intelligence Detachment as officer in charge; and Naval Aviation Warfighting Development Center as the targeting branch chief. Holler reported as executive officer for Information Warfare Training Command San Diego in June 2016.

Holler’s personal awards include the Joint Service Commendation Medal (three awards), Navy and Marine Corps Commendation Medal (six awards), Joint Service Achievement Medal, and Navy and Marine Corps Achievement Medal.

Senior Enlisted Advisor

Senior Chief Petty Officer Dougherty, a native of San Diego, entered the Navy in 1997 and specialized in information systems technology.

His afloat assignments include serving as divisional leading chief petty officer for the Combat System’s department CC division aboard USS Kidd (DDG 100); leading chief petty officer for the Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) division (N7) with Maritime Expeditionary Security Group One; leading chief petty officer for the Operations department’s OC division aboard USS Ford (FFG 54); and communications watch officer aboard USS Boxer (LHD 4).

His ashore tours include duty as leading petty officer, Naval Computer and Telecommunications Area Master Station Pacific's Makalapa (Pearl Harbor) Tech Control; and most recently as the Training department (N7) leading chief petty officer for the “C” and “F” Schools for all ratings at Information Warfare Training Command (IWTC) San Diego.

He became the senior enlisted leader for IWTC San Diego in July 2016.

Dougherty’s personal awards include the Navy and Marine Corps Commendation Medal and the Navy and Marine Corps Achievement Medal (five awards).
