WHY IS CULTURE AND LANGUAGE TRAINING IMPORTANT?

CJCSI 3126.01A: LANGUAGE, REGIONAL EXPERTISE, AND CULTURE (LREC) CAPABILITY IDENTIFICATION, PLANNING, AND SOURCING

Language, regional expertise and culture (LREC) are enduring warfighter competencies critical to global mission readiness and integral to joint operations. Lessons learned from Operation ENDURING FREEDOM (OEF) and Operation IRAQI FREEDOM (OIF) / Operation NEW DAWN (OND) proved these capabilities save lives and facilitate mission effectiveness throughout conflict, confrontation, and stabilization operations. The continued threat to American and allied interests at home and abroad reinforces the need to maintain and improve the LREC capabilities of the Department of Defense (DOD).

NTA 4.8.5 Maintain Cultural Awareness
To maintain cultural awareness, ensuring personnel understand a region's or nation's culture and appreciate how cultural differences may affect own and hosts' perceptions and actions. Competencies include but are not limited to: basic facts about the country and culture (location, size, neighboring countries, dominant language, facts about the government and recent history, major personalities, religions, etc.), basic facts about the relationship between the country/region and the U.S., and major "do's and don’ts". Competencies also may include "survival" language skills consisting of a few common greetings and some limited words and phrases in the dominant language of the region or country.   • Measurements include percentage of:
  • personnel assigned to deploying units that have received the required cultural training within the prescribed time prior to a foreign port visit.
  • personnel with permanent change of station (PCS) orders overseas that received the required tailored cultural training with the prescribed time frame.
  • culture-related incidents for deploying units that caused operational disruption.
