PURPOSE:
To provide master-level U.S. Navy and U.S. Marine Corps personnel with advanced knowledge and skills training to perform as Air Traffic Control Managers.
SCOPE:
Course content includes: Naval Air Traffic Control, Air Navigation Aids and Landing Systems(NAALS) program; Purpose, policy, structure, coordination, method of acquisition, and publication procedures for all rule making and non-rule making airspace; Obstruction evaluation, including DON policy and criteria when responding to proposed construction in proximity to Naval air installations; Air Installations Compatibility Use Zones (AICUZ) program including environmental impact studies; Civil aircraft landing permits, FAA/USN Letters of Agreement, hiring/evaluation of DOD controllers; Operational Capability Improvement Request (OCIR) processing; Casualty Report(CASREP) preparation; Flight Inspection and PALS certification procedures; MILCON, including equipment relocation, POM and budget procedures; ISEA, NAVREP, and TYCOM responsibilities; Operational error/deviation and HAZREP reporting procedures; Personnel management; Shipboard and Marine Corps facility specific operations, CCSB process, and BESEPS; Facility training programs to include PQS management, position relief process, NATOPS change procedures, and establishment of a training plan.
