Commanding Officer

Commander Franco is a native of Puerto Rico. She is a 1997 graduate of the University of Miami (B.S. Electrical Engineering), and a 2008 graduate of the University of Florida (Master of Business Administration).

She was commissioned an Ensign in November 1997 after completing Officer Candidate School in Pensacola, Florida, and was assigned to Marine Corps Air Station Beaufort, SC as the Assistant Public Works Officer. In 2000, Commander Franco reported to U.S. Naval Mobile Construction Battalion Forty in Port Hueneme, California where she was assigned as the Assistant Operations Officer, Material Liaison Officer, Air Detachment Officer in Charge and Deployment for Training Cobra Gold Officer in Charge during three deployments to Guam, Thailand and Spain. Her next assignment was in Norfolk, Virginia at Naval Facilities Engineering Command Atlantic where she served as the East Coast Civil Engineer Corps Accessions Officer.

In 2003, Commander Franco reported to Caserma Ederle in Vicenza, Italy as the Resident Officer in Charge of Construction. Commander Franco then transferred in 2006 to the University of Florida where she received a Master of Business Administration degree. In 2008, she transferred to Naval Air Station Key West, Florida where she served as the Public Works Officer. She then reported to the Presidential Retreat, Camp David (Naval Support Facility Thurmont, Maryland) where she served as the Executive Officer from 2010 to 2012 under President Obama’s first administration. Commander Franco then completed a yearlong deployment during 2013 as an Individual Augmentee where she served as the Force Engineer and Future Engineer Operations Officer for Combined Joint Task Force Horn of Africa in Djibouti, Africa. She recently completed a two year assignment serving as the Chief Staff Officer for the Seventh Naval Construction Regiment in Gulfport, MS. Commander Franco is currently assigned as Commanding Officer of Naval Construction Training Center, Gulfport.

Commander Franco’s decorations include the Defense Meritorious Service Medal, the Meritorious Service Medal (3 awards), Navy Commendation Medal (3 awards), the Navy Achievement Medal, the Presidential Service Badge and various service and unit awards. She is a qualified Seabee Combat Warfare Officer, a registered Professional Engineer in the state of North Carolina, a Level III DAWIA certified contracting officer and is a member of the Defense Acquisition Corps.

Lieutenant Commander Trevor A. Bingham

Executive Director

Lieutenant Commander Bingham is a native of Texas. He is a 2004 graduate of the United States Naval Academy (B.S. Systems Engineering), and a 2015 graduate of the University of Texas (M.S. Civil Engineering).

He was commissioned an Ensign in May 2004 after graduation from the Naval Academy, in Annapolis, Maryland, and was assigned as a student Naval Flight Officer and began training in Pensacola, Florida. In 2005, Lieutenant Commander Bingham laterally transferred into the Civil Engineer Corps and was assigned as an Assistant Resident Officer-in-Charge of Construction at OICC Ivan in Pensacola, FL. In 2006, Lieutenant Commander Bingham reported to U.S. Naval Mobile Construction Battalion Forty in Port Hueneme, California where he was assigned as an Assistant Company Commander, and Detachment Officer in Charge during a deployment to Camp Virginia, Kuwait and a Platoon Commander in Charlie Company. His next assignment in 2008 was in Dam Neck, Virginia at Naval Special Warfare Development Group, Tactical Development Squadron One where he served as the Squadron Engineer and Logistics Officer.

In 2011, Lieutenant Commander Bingham reported to Yorktown, Virginia as the Public Works Officer and later as the Director of the Facilities Engineering and Acquisition Division. Lieutenant Commander Bingham then transferred in 2014 to the University of Texas where he received a Master of Science degree in Civil Engineering. In 2015, he transferred to Naval Facilities Engineering Command, Mid-Atlantic where he served as an Action Officer. Lieutenant Commander Bingham then completed a yearlong deployment during 2016 as a Global War On Terrorism (GWOT) Support Assignment where he served as the Director of the Facilities Engineering and Acquisition Division for Public Works, Camp Lemonnier in Djibouti. Lieutenant Commander Bingham is currently assigned as Executive Officer of Naval Construction Training Center, Gulfport.

Lieutenant Commander Bingham’s decorations include the Joint Commendation Medal, Navy Commendation Medal (2 awards), the Army Achievement Medal, and various service and unit awards. He is a qualified Seabee Combat Warfare Officer, a registered Professional Engineer in the state of Arizona, and a Level II DAWIA certified contracting officer.

Command Master Chief,

Command Master Chief

Master Chief Helen Daniel is a native of Richmond, Ohio. She joined the Navy in 1995 and attended Basic Training in Great Lakes, Ill. Following Basic Training she attended Equipment Operator “A” School and then reported to her first Naval Mobile Construction Battalion One-Three-Three where she completed four deployments during a five year tour.

She then transferred to Special Boat Team Twenty-Two, where she was assigned as Equipment Support and completed the 9502 Navy Instructor Course. In 2003, she transferred to Seabee Readiness Group as the Equipment Operator Lead key billet Instructor and upon advancement to Chief Petty Officer, became the Transportation Chief.

In 2006, she transferred to Naval Mobile Construction Battalion One, where she was the Alfa Company Operations Chief, Air Detail Platoon Chief and the Embarkation Chief. She was the Task Force Sierra Alfa 6/5 during the Iraq Deployment, completing two deployments with the unit.

In 2009, she transferred to Naval Construction Training Center, as the Alfa Company Commander and Lead High Risk Instructor for the Equipment Operator school house. In 2011, she then transferred to Naval Mobile Construction Battalion Seven for an Afghanistan tour. One year later the command decommissioned she transferred to Naval Mobile Construction Battalion Seventy-Four as the Family Readiness officer and the Command Training Leading Chief Petty Officer. In May, she advanced to Master Chief Petty officer and then became the Command Master Chief.

In 2014, she transferred to the Seventh Naval Construction Regiment, as the Senior Enlisted Leader. In 2016, she transferred to Naval Construction Training Center where she currently serves as the Command Master Chief.

Master Chief Daniel is a graduate of the United States Navy Senior Enlisted Academy and the Command Master Chief Course. She holds a Bachelor’s of Science in Organizational Leadership from Fort Hays State University.
