Commander Rafael A. Miranda

Commanding Officer

Commander Rafi Miranda was born in San Jose, California. A 1997 graduate of the United States Naval Academy with a Bachelor of Science degree in Mechanical Engineering, he received his commission as an ensign. In 2008, he earned his Master in Science degree in Civil Engineering from North Carolina State University.

Upon commissioning, Miranda served as the First and Second Deck Division officer (1998-2000) onboard the San Diego based USS Juneau (LPD 10), where he partook in the historic crew swap with USS Dubuque (LPD 8) in Sasebo, Japan. Upon completion of that tour he reported to the USS Curts (FFG 38) as the auxiliaries officer (2000-2001) and deployed in support of the Rim of the Pacific Exercise. Miranda lateral transferred to the Civil Engineer Corps (CEC) in 2001.

Miranda’s assignments have included assistant resident officer in charge of construction, Naval Station Bremerton (2002-2003); bravo company commander at Amphibious Construction Battalion Two (2003-2005), where he deployed to Puerto Castilla, Honduras in support of Operation New Horizons, a Joint Logistics Over-The-Shore exercise with the Army; production division director, Public Works Department Sigonella, Sicily (2005-2007); training officer and air detachment officer-in-charge, U.S. Naval Mobile Construction Battalion Four (2008-2010), where he deployed to Afghanistan in support of Operation Enduring Freedom; and the current operations officer (N33) / future operations officer (N35), First Naval Construction Division, Virginia Beach, Va. (2010- 2012).

He more recently completed an assignment as the public works officer, Public Works Department, NAS Oceana, Virginia Beach, Va. (2012-2014), a tour at the Pentagon (OPNAV) as the Expeditionary Readiness Branch Head (OPNAV N434) for the Chief of Naval Operations (2014-2016), and served as the Executive Officer and Public Works Officer at NSF Redzikowo, Poland (2016-2017).

Miranda is a registered professional engineer in the state of North Carolina, a member of the Defense Acquisition Corps and qualified as a Seabee Combat Warfare and Surface Warfare Officer. His personal awards include the Meritorious Service Medal (3 awards), the Navy Commendation Medal (3 awards), the Army Commendation Medal, the Navy Achievement Medal (2 awards), and various Campaign and Unit Awards.

Lieutenant Commander Greg C. Kirk
Civil Engineer Corps, United States Navy

Executive Officer

LCDR Greg Kirk is a native of Manahawkin, N.J. He has earned a Bachelor of Science degree in Civil Engineering from Purdue University and a Master of Business Administration from the University of Florida. He was commissioned in August 2002 upon completion of Officer Candidate School in Pensacola, Fla.

LCDR Kirk’s first duty assignment was Naval Mobile Construction Battalion (NMCB) Four in Port Hueneme, Calif., where, during multiple deployments, he served various positions including Air Detachment Assistant Officer in Charge and Camp Moreell Officer in Charge. Following a successful NMCB tour, he transferred to Construction Battalion Maintenance Unit (CBMU) Two Zero Two Detachment Washington, DC, as Officer in Charge in 2005.

In 2007, he reported to Public Works Department (PWD) Washington, DC, where he served as the Assistant Public Works Officer for the National Maritime Intelligence Center and later as the PWD Production Officer. His next assignment was Public Works Department Kingsville, Texas, as the Facilities Engineering and Acquisition Division (FEAD) Director. During this tour, he volunteered for an eight month Individual Augment (IA) assignment to Camp Lemonnier, Djibouti as the FEAD Director.

In 2013, he was assigned to USSTRATCOM as member of the National Airborne Operations Center (NAOC) in Omaha, Neb., where he served as the Chief Current Operations Officer. LCDR Kirk as served as the Executive Officer of the Naval Construction Training Center, Port Hueneme since July 2016.

LCDR Kirk’s personal decorations include the Defense Meritorious Service Medal, Navy Commendation Medals, Joint Service Achievement Medal, Navy Achievement Medal, and various other unit and campaign awards. He is a designated Seabee Combat Warfare Officer and Naval Aviation Observer; a registered Professional Engineer in the state of Texas; and a member of the Department of Defense Acquisition Corps.

MCPO(SCW/EXW) Joseph L. Johnson
Command Master Chief, United States Navy

Command Master Chief

Master Chief Johnson was born in Fort Worth, Texas. He earned an Associate of Arts Degree in Electrical Mechanical Technology from Coastline Community College in May 2006 and a Bachelor’s Degree in Management from American Military University in August 2014.

Seaman Recruit Johnson enlisted under the Delayed Entry Program in May 1995 and attended boot camp in May 1996 at RTC Great Lakes, Ill., followed by the Seaman Apprenticeship Program at NTTC Great Lakes, Ill.

He reported to his first duty station onboard the USS Gunston Hall (LSD-44) in Little Creek, Virginia, in August 1996 where he completed a Mediterranean deployment. Seaman Johnson decided to strike for a Seabee rating where he attended Construction Electrician “A” School on Sheppard Air Force Base in Wichita Falls, Texas in February 1998. He graduated in July 1998 and attended the Seabee Replacement Training in Gulfport, Mississippi. Seaman Johnson then reported to Naval Mobile Construction Battalion Seven, where he deployed to Puerto Rico and redeployed to Soto Cano, Honduras in support of disaster relief efforts after Hurricane Mitch and advanced to Petty Officer Third Class. He completed deployments to Okinawa, Japan as the CE Shop Supervisor and back to Puerto Rico as the Alfa Company Electrician in the 5000 Shop where he was advanced to Petty Officer Second Class. Petty Officer Second Class (SCW) Johnson attended CE “C-1” Advanced in Gulfport, Miss., in June 2001. In October 2001, he reported to Naval Air Station Public Works Department in Sigonella, Sicily as the Low Voltage Assistant Shop Supervisor, NAS I Zone Manager and NAS II Zone Manager and advanced to Petty Officer First Class prior to his transfer. In October 2004, Petty Officer First Class (SCW) Johnson reported to Basic Instructor Training, Norfolk, Virginia in November 2004 then reported to 20th Seabee Readiness Group as instructor for R30 and R73 as the LPO/Instructor at CCCT in Gulfport, Miss., selected for Chief in October 2007.

Chief Johnson then reported to Naval Mobile Construction Battalion Seventy-Four in December 2007 as the Charlie Company Camp Maintenance Chief and Projects Electrical Chief for the Kuwait deployment then redeployed to Ghanzi, Afghanistan as the Operations Chief for the Blue Detachment. In August 2009, he deployed to Camp Leatherneck in Afghanistan then redeployed to COP Payne as the AOIC and Senior Enlisted Leader for 2nd and 4th Light Armored Reconnaissance Battalions where they expanded the perimeter, constructed two helicopter pads. In July 2010 he was selected to Senior Chief Petty Officer and was assigned as the Bravo Company Chief for the 2010 Field Training Exercise. In February 2010 he attended the Senior Enlisted Academy in Newport, R.I., then reported to Center for Seabees and Facilities Engineering Detachment Sheppard AFB as the Operations Chief in April 2011 before fleeting up to the Assistant Officer in Charge and Senior Enlisted Leader for the CE/UT “A” school. He was selected for Master Chief Petty Officer in May 2015.

In July 2015 he reported to Naval Mobile Construction Battalion One Thirty-Three where he was assigned as Detail Three Senior Enlisted Leader, and Delta Company Chief before deploying to Camp Mitchell Rota, Spain as the Bravo Company Chief. He was selected for Command Master Chief in 2016 and is currently serving as the Command Master Chief for Naval Construction Training Center (NCTC) Port Hueneme, Calif.

Master Chief Johnson is a graduate of the Command Master Chief/Chief of the Boat (CMC/COB) Course (163) Senior Enlisted Academy (Brown Group 148). Master Chief Johnson is Seabee Combat Warfare and Expeditionary Warfare qualified. His decorations include; Navy and Marine Corps Commendation Medal (3 awards), Navy and Marine Corps Achievement Medal (6 awards), Combat Action Ribbon and various other campaign and service awards.
