Guiding Principles

Mission

The mission of CSS is to provide Sailors in the Naval Administration, Logistics and Media communities the necessary skills, knowledge and education to enhance lifelong learning and to support the Fleet's warfighting mission.

To accomplish this we:

(a) Plan, develop and maintain our training infrastructure.

(b) Deliver training and education to enhance the professional and personal abilities of our Sailors.

(c) Interface with our supported Naval communities and Fleet customers to validate Fleet training requirements and ensure alignment of training objectives."


Vision

To be recognized by the Fleet as the premier provider of integrated training and education for the Navy's Administrative, Logistics, and Media communities. We will provide valuable knowledge and expertise that is technically, professionally and personally enhancing for our Sailors. We will deliver the right Sailor, at the right time, with the right skills, at the most efficient cost.

Center for Service Support:

The Center for Service Support (CSS) was established in February 2003 as part of the Naval Education and Training Command’s (NETC) revolution in training initiative to streamline the business of delivering required training. One of the first steps was to establish learning centers focused on specific areas of naval training. Each learning center organized around its functional area and schools were aligned to the appropriate center. The learning centers would become the connector between Fleet training requirements, planning for and resourcing training, and the conduct of training in the school houses. In all, NETC established 15 learning centers.

NETC assigned CSS responsibility for training in the logistics, administrative, and media functional areas with oversight of 14 learning sites including the Navy Supply Corps School (NSCS), Naval Technical Training Center, and the Culinary Specialist (CS) “A” School. CSS was originally headquartered in Athens, Ga., but with a diverse geographical spread covering the East Coast to Hawaii to match its functional diversity of training for 16 ratings and 12 officer designators. However, recent years have seen CSS in the throes of planning and executing five Base Realignment and Closure events including the relocation of CSS headquarters and NSCS to their new homes in Newport, R.I., and CS “A” School from Great Lakes, Ill., to Fort Lee, Va. Today, as a result of rating mergers and other business efficiencies, the number of sites (7) and ratings (10) is smaller but the diversity remains.

CSS is part of the Navy Total Force Enterprise and reports directly to NETC, but maintains stakeholder relationships across all the Navy Enterprises. Maintaining a continuous connection across many stakeholder paths is a challenging but critical piece of the CSS mission. As changes in organization, policy or system implementations occur that affect the work done in the Fleet; the changes must be clearly understood across all perspectives from the change originator through the training instructor. This constant communication ensures CSS can properly define and resource any required changes to training.

More than 300 CSS staff and faculty, stretching across the country, work to keep connectivity and are dedicated to making sure training is current and well executed on behalf of the nearly 10,000 officers and enlisted who graduate each year. CSS is located in Fitzgerald Hall, Naval Station Newport across the street from the Surface Warfare Officers School.
