N72 – Fleet Training
N72 provides a continuum of professional education in navigation, seamanship, shiphandling theory and practical application to perspective Commanding Officers, Executive Officers, Department Heads, Navigators; Division Officers; Littoral Combat Ship Officer of the Deck (OOD) and Junior and Officer of the Deck (JOOD) and fosters international cooperation by providing a continuum of professional education to our international partners. N72 is responsible for the curriculum development and delivery of the Basic Division Officer course, Advanced Shiphandling and Tactics course, Intermediate and Advanced Shiphandling courses, Navigators course, Bridge Resource Management course, VMS Operators course, LCS OOD and JOOD courses, Int'l CICWO, Int'l JMTD, Int'l Division Officer and Int'l Department Head courses.
N73 – Maritime Warfare
Maritime Warfare training continuum provides professional education and training in support of Surface Navy requirements and prepares Surface Warfare Officers, Ensign to Captain for their next afloat assignment.
Prospective Commanding Officers (PCO) are provided intensive Fleet tactical guidance regarding Information Operations, Air and Missile Defense, Surface Warfare and Anti-Submarine Warfare tactics, culminating in a Surface Warfare Officers School (SWOS)/Naval War College facilitated practical war game scenario. During the Advanced Shiphandling and Tactics (ASAT) course, Fleet Division Officers are provided tailored shipboard tactical training to enhance their growing professional Surface Warfare knowledge.
After fifty years, the Department Head course remains the Flagship course at SWOS. The Department Head curriculum remains the most demanding and in-depth professional course a Surface Warfare Officer will attend during his or her career. This intensive 27 week course prepares Officers for duty as Engineering, Combat Systems, Weapons, Operations, and Deck department heads on all classes of Navy ships. The course is divided into two modules, Tactical Action Officer (TAO) and Operations, Readiness, Training & Engineering (ORT&E). TAO is comprised of Information Operations, Air and Missile Defense, Surface Warfare, Undersea Warfare, and Expeditionary Warfare. In addition to academic studies, students will participate in the Multi-Mission Team Trainer (MMTT) where they will demonstrate their proficiency as a TAO. ORT&E module consists of Department Administration, Training Management, Afloat Safety, Leadership, Shiphandling, Anti-Terrorism, Material Readiness, Damage Control, Billet Specialty Training and a Tactical Planning Exercise. Approximately 275 students attend the Department Head Course each year.
The Maritime Warfare Directorate also conducts three United States Coast Guard (USCG) Prospective Commanding Officers (PCO) courses per year. This one week course provides tools to future Commanding Officers on USCG WPB, WMEC, WHEC and WMSL class platforms regarding Battle space management, surface warfare tactics and COCOM integration for joint operations. USCG Department Head students attend a six week tailored TAO curriculum, alongside US Navy counterparts, comprised of Information Operations, Air and Missile Defense and Surface Warfare tactics. Approximately 100 USCG Officers attend this training each year.
N74 – Officer Engineering Training Directorate
The Officer Engineering Training Directorate’s primary mission is to provide Engineering Training to officers en route to both Chief Engineer and engineering department billets and to provide Damage Control and Afloat Safety training to all department head students. N74's flagship courses consist of Prospective Engineering Officer (PEO) and Advanced Engineering. Each of the 9-week PEO/Advanced Engineering courses are intensive, ACE-accredited, and are divided into three portions: Common Core, Ship Specialty, and Shipride. Common Core (3 weeks) teaches fundamentals and strong tenants of solid engineering practices based on experience and written technical documentation. Additionally, during Common Core students attend Fire Fighting and Maintenance University Training. Upon completion of Common Core students receive five weeks of "Specialty Training" where they thoroughly learn their particular hull’s Propulsion, Electrical, and Auxiliaries systems along with Engineering Operating Procedures (EOP) and Engineering Operating Casualty Control (EOCC) procedures using physics based simulators and full-size control consoles. During week eight Engineering Assessment Atlantic and/or Pacific (EAA/EAP) assess each student's ability to conduct EOP and EOCC. Finally, during the last week student's travel to a fleet concentration area for one week "Ship Ride" where they conduct space walk-thru's, equipment familiarization, and material self-assessment training on ships corresponding to the students training.
N75 – Command at Sea Training Directorate
Located at Surface Warfare Officers School Learning Center Newport, N75 is responsible for the XO/CO Special Mission, XO/CO Fleet-Up, POC Fundamentals, and Major Command courses of instruction. N75 is responsible for all SWOS Leadership and management training throughout the command. N75 is supported in Navigation, Seamanship and Shiphandling training by N72, maritime warfare training by N73 and engineering and material readiness training by N74 and N76. N75 is also responsible for the Command-At-Sea examination.
N76 – Senior Officer Ship Material Readiness Course Directorate
N76 is responsible for the senior Officer Ship Material Readiness Course (SOSMRC), reinstituted at SWOS in January 2010, as well as the Senior Enlisted Propulsion Engineer Course (SEPEC) taught at the SWOS learning sites in Norfolk and San Diego. SOSMRC provides PCOs and PXOs headed to surface ships the necessary background and tools to assess, monitor, and improve ship material readiness. The SOSMRC Director is responsible for all maintenance and self-assessment training, and both the Combat Systems and Propulsion Plant, within the schoolhouse. N76 is supported by N74 in engineering and material readiness training.
N77 - Fleet Enlisted Engineering Training
The Fleet Enlisted Engineering Training Directorate's mission is to provide professional education and training to Fleet Sailors in support of Fleet Engineering requirements across the Operate, Maintain, and Repair spectrum. N77 is responsible for the delivery and management of all Journeyman-level Fleet Engineering Training within Naval Education and Training Command (NETC) with the exception of courses taught solely at Great Lakes, which fall under the purview of SWOS N78. N77 delivers of over 60 courses of instruction taught primarily in San Diego, California and Norfolk, Virginia.
N78 - Great Lakes Enlisted Engineering Accession and Journeyman Training
SWOS' only Command Unit provides a continuum of professional education and training in support of Surface Navy requirements that prepare enlisted engineers to serve at sea, providing apprentice and specialized skills training to 7,200 Sailors a year.
N78 is responsible for the delivery and management of all Naval Education and Training Command (NETC) apprentice and select journeyman level enlisted surface engineering training throughout the Surface Warfare Enterprise. Offered courses include the 3-stage, 9-course engineering apprentice career tract, seven rating strands and 32 "C" schools servicing four enlisted rates spread across 12 schoolhouses geographically located aboard Naval Station Great Lakes.
N79 - Damage Control and Firefighting Training Directorate
The Damage Control and Firefighting Training Directorate's mission is to provide Apprentice, Journeyman and Master level Damage Control and Firefighting Training to Officers and Enlisted personnel in the US Navy, US Coast Guard, USMC and Military Sealift Command. Additionally, N79 maintains a cooperative partnership with NROTC and Federal Firefighting organizations. Courses of instruction include, Damage Control Assistant and Senior Enlisted Damage Control Training, Repair Locker Leader Training, Chemical, Biological and Radiological Defense Training, live Shipboard Firefighting, Advanced Shipboard Firefighting, Shipboard Aircraft Firefighting, Damage Control (Wet) training, Gas Free Engineering Training, Water Tight Closure Training and AFFF Generation Training.
N79 is the most geographically disbursed Directorate within SWOS maintaining Learning Sites at fleet concentration areas in Norfolk, Virginia, Mayport, Florida, Fort Leonard Wood Missouri, San Diego, California, Bangor Washington, Pearl Harbor, Hawaii, Yokosuka and Sasebo, Japan.
Administration Directorate (N1). N1 provides administrative support to command staff and students, as well as providing human resources information and assistance to civilian employees. N1 manages and maintains the military and civilian organization as it continues to evolve and ensures the command’s organizational structure supports effective and efficient training. The director will provide oversight for the proper management of civilian programs and advise the Executive Directors on all Human Resource, Civilian Training, and Professional Development requirements.
Safety and Occupational Health Directorate (N3). N3 is responsible for administering safety and occupational health training to the SWOS constellation, working with representatives at all the learning sites to provide training to the staff, investigates, tracks and reports training mishaps, liaises with regional safety offices, and coordinated preventative measures to ensure the command maintains safe training environment.
Contracts Directorate (N4). N4 is responsible for developing, managing, and administering all of the contracts at all the SWSOS learning sites. N4 is also responsible for managing and maintaining all the various memoranda of agreement/memoranda of understanding with outside commands for the use of SWOS learning site training facilities and resources.
Security and Information Technology Support Directorate (N6). N6 is responsible for security and IT support for all of the SWOS learning sites. Network availability to staff and students has been integral to SWOS’ ability to effectively present its curriculum. N6 is responsible for the installation, configuration, troubleshooting, customer assistance, and / or training of the software and hardware associated with the SWOS connections on the NETC Training Network (TRANET) and its classified component TRANET-C. The Trainer and Simulator Directorate (N71) will supervise the collection of ECR utilization data from the electronic Training Requirements Management System (eTRMS), a task formerly conducted in the Computer Aided Training Scheduler (CATS), that supports the proper loading of trainer assets throughout the command and report this data on a weekly basis. Embedded at SWOS is the NETC Training Support Detachment which provides these same services to all NETC supported classrooms in the Newport area. Additionally the N6 serves as Security Manager; responsible for Physical, Personnel, Information, Industrial, Disclosure, Operations, and Technology Security functions for all of the SWOS learning sites.
Learning Standards Directorate (N70). N70 performs as the SWOS Learning Standards Officer (LSO) and is responsible for current training requirements to include: curriculum development and management, conducting learning effectiveness evaluation, PQS, JQR, and OCCSTDs management, formal course reviews (FCR), human performance requirements review (HPRR), and course audit management, course critiques and surveys, instructor certifications, management of the Military Training Specialist (MTS) program, and the maintenance of rate training manuals. N70 works closely with the Training Requirements and Management Directorate (N9) and the Academic Directors to manage current training requirements across the SWOS constellation. N70 chairs and coordinates the quarterly training program reviews (QTPR).
Trainers and Simulator Directorate (N71). N71 provides focused management and manning for extensive array of trainers, training devices and technical training equipment across the nine SWOS learning sites. N71 establishes and maintains an Information Assurance program for all SWOS trainers. While, the Academic Directorates use the wide variety of trainers and simulators to reinforce traditional classroom learning, N71 is responsible for sustaining and modernizing existing systems, implementing new systems, and replacing outdated systems. N71 supervises the collection of trainer utilization data from eTRMS as well as the Centralized Training Equipment Management System (CENTRA) that supports the proper utilization of trainer assets throughout the command and report this data on a weekly basis. N71 provides systems maintenance and operation and assist directorates with simulator integration into curriculum. Enlisted trainer support staff leadership, civil service Training Support Division North East (TSDNE) civilian service technicians, and contract maintenance technicians fall under the purview of N71. N71 schedules overhauls and updates and coordinates with TSDNE on training modernization resourcing. N71 provides resource requirements to N9 for integration in SWOS overall priorities. Along with N6 and N9, N71 shares technical and curriculum management responsibilities for future Learning Management System (LMS) installed at SWOS. N71 chairs the monthly Planning Board for Trainer Maintenance )PBFTM) meeting and is responsible for developing and maintain the training system sustainment, modernization, implementation, and replacement plan (SMIRP).
Financial Management Directorate (N8). N8 serves as the Financial Advisor to the Commanding Officer on financial management matters and budgets for both short- and long-range plans. N8 is responsible for providing the Commanding Officer with technical guidance and direction in financial matters designed to promote efficiency, economic soundness, and adherence to specific resource rules and regulations pertaining to the expenditure of government funds. N8 is responsible for developing and updating the Program Objective Memorandum, designs implements and monitors policies and procedures that effect compliance by all personnel throughout the organization, including contractors, who may create obligations of government funds. Developing and adapting significant operating policies, procedures, programs, standards, goals and objectives as related to fiscal operations, and command resources such as personal property, equipment, and civilian manpower. Also, N8 is concerned with the performance of functions such as: formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; review and evaluate budget requests; and the control and reporting of obligations and expenditures.
Training Requirements and Management Directorate (N9). N9 is responsible for future training requirements. Strategic planning and resourcing have been the cornerstone of SWOS’ progressive acquisition of advanced training technology and infrastructure. The N9 Directorate is responsible for resource prioritization, curriculum modernization, and supporting the annual POM budget submission. In addition, N9 works with N70 to schedule all courses of instruction within the schoolhouse in eTRMS, and manages the Corporate Enterprise Training Activity Resource Systems (CeTARS) – the authoritative training database for all formal Navy training. N9 supervises the collection of instructor data from eTRMS that will support the proper loading of instructors throughout the command and report this data on a weekly basis. N9 manages the student data retention database. N9 is SWOS’ principle contact with NAWC TSD for funding prioritization that addresses SWOS training requirements. N9 is responsible for Training Project Plans (TPP), the TRPPM process, as well as Navy Training Systems Plans (NTSP), Front End Analyses (FEA), Business Case Analyses, and feasibility studies; all to support the development and management of training requirements.
Naval Sea Systems Command (NAVSEA) Representative (NSR). A preponderance of SWOS instruction relates to ship and weapons systems, many of which are the subject of Navy Training Systems Plans (NTSPs). The SWOS NSR is assigned to SWOS to collaborate on all aspects of SWOS instruction related to systems command (SYSCOM) resourcing. The NSR collaborates with SWOS N9, N71 and all Academic Directorates on curriculum issues related to SYSCOM hardware and programs and is SWOS’ on-site collaborator on new ship systems, modernizations of Fleet and SWOS training systems, and the principal collaborator in the Training Planning Process Methodology (TRPPM) from which NTSPs are derived.
Naval Air Warfare Center Training Support Detachment (NAWC TSD) North East (TSDNE). The vast majority of SWOS’ technology innovations are Training Devices (TD) funded by OPNAV and procured, maintained and upgraded by TSD, the Navy’s Executive Agent for TDs. NAWC TSD is an invaluable strategic partner supporting the SWOS infrastructure. TSD maintains a staff of in-house technicians and support contractors responsible for TD maintenance, modernization and contract administration. TSD’s principle SWOS contacts are the Executive Director (ED), N9, N8, N6, N71 and N1.
