CAPTAIN ROBERT J. FINK
Deputy Commander, Naval Service Training Command
CAPT Fink is a native of Hibbing, Minn. Upon graduating from high school, he attended the University of Minnesota and graduated with highest distinction with a Bachelor of Science degree in Chemical Engineering. CAPT Fink was then commissioned and attended Officer Indoctrination School in Newport, R.I.
CAPT Fink’s first assignment was at Naval Nuclear Power School in Orlando, Fla., where he served as an instructor for both the Enlisted and Officer curricula. While assigned there, he completed his Master’s Degree in Mechanical Engineering at the University of Central Florida. After attending Legal Officer School in Newport, R.I., CAPT Fink was assigned as Legal Officer at Nuclear Power Training Command.
CAPT Fink next reported to Recruit Training Command Great Lakes Ill., and was assigned as the Manning Officer and the Student Control Officer, during which time he spearheaded several initiatives to reduce Boot Camp attrition and to improve student loading efficiency. He then was assigned to Navy Recruiting District Chicago where he served as Operations Officer and led the district to receive honors as Recruiting Region CENTRAL’s Recruiting District of the Year for FY00. After two year assignments as Officer in Charge, Personnel Support Detachment Jacksonville, Fla. and as Executive Officer, Navy Manpower Analysis Center in Millington, Tenn., CAPT Fink assumed command of Naval Technical Training Center in Meridian, Miss., in June 2006. Upon completing his command tour, CAPT Fink reported back to Millington, Tenn., where he served as the Human Resources Officer Community Manager for both the active duty and reserve Human Resources communities. After completing Phase II of the Joint Professional Military Education curriculum, CAPT Fink reported as the director of the Operations Directorate at US Military Entrance Processing Command in Great Lakes, Ill. In March of 2013, he assumed duties as Chief of Staff, Naval Service Training Command, headquartered at Naval Station Great Lakes, Ill. In July 2014, he assumed duties as Deputy Commander for Naval Service Training Command.
CAPT Fink is a proven subspecialist in both manpower and training and education development, and he has earned certification as a Human Resources Professional. He has been awarded the Meritorious Service Medal with two gold stars, the Navy Commendation Medal with one gold star and the Navy Achievement Medal with two gold stars.
