Dr. Gerard Hall is a native of Reserve, Louisiana. He holds a Bachelor of Science Degree in Mechanical Engineering Technology from Southern University and A&M College, a Master of Arts Degree in Computer Resources and Information Management from Webster University, a Master of Arts Degree in National Security and Strategic Studies from the US Naval Command and Staff College, and a Ph.D. in Organization and Management from Capella University. He also received his Joint Professional Military Education Phase II from the Joint Forces Staff College. He was commissioned as an Ensign in February 1987 after completing Aviation Officer Candidate School in Pensacola, Florida and was designated a Naval Aviator in March 1988.
Dr. Hall is currently the Senior Program Manager of the NROTC Preparatory Program, Naval Service Training Command. Prior to this, Dr. Hall was an Associate Professor at the James T. George School of Business at Hampton University where he taught a variety of courses to include Business Organization and Management, Organizational Behavior, International Business and Business Policy and Strategy. Dr. Hall also served as an Associate Professor and a member of the inaugural faculty at the United Arab Emirates' National Defense College.
While on active duty, CAPT Hall served in a variety of operational and staff assignments, completed several deployments, and accumulated more than 2200 flight hours in the MH-53E helicopter. His last tours include Flag Secretary of the United States Navy Second Fleet, Norfolk, Virginia; Commanding Officer Helicopter Mine Countermeasures Squadron Fourteen based in Norfolk, Virginia; Branch Chief Cooperation, Dialogue and Partner Training, NATO in Mons, Belgium; Commanding Officer, Naval Reserve Officer Training Corps at Southern University and Louisiana State University in Baton Rouge, LA; and Associate Professor of Strategic Leadership at Eisenhower School, National Defense University, Washington, DC.
CAPT Hall has been recognized with various military decorations, including the Legion of Merit, three Defense Meritorious Service medals, two Meritorious Service Medals and five Navy/Marine Corps Commendation Medals.
