SCSTC HQ’s Logistics Manager, Ms. Antoinette “Jo” Weiss, was selected for this award.
Weiss leads the logistics team, which includes procurement via Government Commercial Purchase Card, Military Standard Requisitioning and Issue Procedures, shipping and receiving, and property accounting. With her twenty years of military experience, leadership skills, strong work ethic, and patience, she is truly an invaluable asset to the domain.
She demonstrated exceptional leadership and logistical expertise during the fourth quarter of 2025, ensuring the successful audit of all capital assets valued at $1 million and above by the Ernst & Young Navy Audit team. Her meticulous preparation resulted in 100% asset accountability and earned formal commendation from the Secretary of the Navy’s property office, which manages the Department of the Navy’s assets. She led corrective actions across 15 learning sites and dets, reconciling 5,800 assets and conducted site visits to train accountable property officers and reinforce Personal Property Management policies.
Weiss oversaw a demanding end of fiscal year surge, managing over 450 procurement actions which sustained daily operations and training readiness. Her proactive approach resolved transportation shortfalls by initiating a General Services Administration Short-Term Rental program, restoring training throughput for 100 students. Additionally, she secured a critical supply officer billet for SCSTC HQ, strengthening SCSTC’s purchasing processes and audit posture.
She has also been instrumental in shaping our Total Force, our most decisive warfighting advantage. She actively fosters a positive work environment by encouraging professional development, resolving conflicts early, and distributing standard operating procedures and guides that improve operational efficiency. Her collaborative efforts connect teams across the domain, sharing lessons learned and ensuring consistent execution across geographically dispersed sites and dets. She invests in self-improvement by engaging with communities of practice, soliciting feedback, and refining workflows, fostering a culture of continuous improvement.
Weiss’ dedication to her team and to the entire SCSTC domain helps ensure that SCSTC continues to provide the U.S. Navy and our allies with highly trained warfighters to maintain, operate, and tactically employ surface combat systems across the spectrum of operations.
