Cmdr. Richard Betancourt, a native of Newport, Rhode Island, received his commission following completion of a Bachelor of Science in Computer Science from San Diego State University and Officer Candidate School in Pensacola, Florida in 2001. He earned a Master of Science in Computer Science from the Naval Postgraduate School.
At sea, Betancourt served as main propulsion assistant and quality assurance officer aboard USS Topeka (SSN 754); weapons officer aboard USS Nebraska (SSBN 739 (Blue)); and executive officer of USS Scranton (SSN 756).
Betancourt’s shore tours include strategic targeting officer on the staff of Commander, Submarine Force, U.S. Pacific Fleet; nuclear deterrence analyst on the staff of Office of the Secretary of Defense for Nuclear and Missile Defense Policy; and as deputy for engineering on the staff of Commander, Submarine Squadron 6.
He is currently serving as commanding officer, Submarine Learning Facility Norfolk.
Betancourt’s personal decorations include the Meritorious Service Medal, Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (three awards), Navy and Marine Corps Achievement Medal (two awards), and various campaign and unit medals.
