Naval Education and Training Command (NETC) announced its Sailor of the Quarter (SOQ) for the second quarter of fiscal year 2019 and its junior and senior Civilians of the Quarter (COQ) for the first quarter of calendar year 2019 at an awards ceremony April 30.

Construction Electrician 1st Class Deanna Diede was recognized as the SOQ, Benjamin Switzer as the senior COQ and Carlos Roebuck as the junior COQ.

Diede, a Winner, South Dakota native, has served as the Seabee and special warfare accession detailer at NETC’s Supply Chain Operations Division (N3) since August 2018.

“I am humbled to be a part of such a diverse workforce that provides a varying degree of unique challenges and opportunities,” said Diede. “I am reminded of this fact every time I look at my peers, who continuously inspire me with their drive and camaraderie.”

According to Kent Miller, NETC’s N3 director, Diede exceeds all expectations and continually demonstrates performance well above her pay grade.

“Diede’s commitment to excellence has been crucial to the success of not only N3, but to NETC,” said Miller. “She is a dynamic and compassionate Sailor who is sincerely dedicated to self-improvement and the personal and professional growth of her Sailors. Diede sets the example for others to emulate and her selection as SOQ is well deserved.”

Switzer, a Gulfport, Mississippi native, has served as an information technology (IT) specialist in NETC’s IT division for 19 years.

“I am very honored and proud to be recognized for this reward,” said Switzer. “I only earned this award with the support of my co-workers. Without their support, I would not be able to do anything. I would like to thank them all for their hard work.”

According to Ray Delemos, CeTARS technical program manager, Switzer, as lead developer for both the Shared Authentication Service project and the redevelopment of the Navy Training Quota Management Systems, has had a positive impact on both NETC and NETC N3.

“Ben was entrusted with leading the upgrade efforts for the Shared Authentication Service project which benefited the centralized CAC authentication application that is used by NETC applications that supports over one million transactions a month,” said Delemos. “In addition to this upgrade effort, Ben is also the lead developer for a team responsible for the re-engineering of the Navy Training Quota Management System which support changes to the Mass Quota Updates process. This upgrade enabled NETC N3 to deliberately update quota line values in bulk, reducing the number of hours required for data entry and allowing the production line analysts to perform higher level supply chain analysis, and enabling the customer to efficiently manage recruiting.” 

Roebuck, a Pensacola, Florida native and retired Navy senior chief petty officer, has served as a task coordinator in NETC’s administrative support services for 18 months.

“I am truly humbled by this recognition,” said Roebuck. “It is a pleasure being in a position that provides the opportunity to work with and learn about all the NETC departments and commands throughout the enterprise.”

Roebuck managed more than 200 incoming and outgoing high-level tasks and command staff action requests for NETC and 21 subordinate commands.

“Carlos’ [Roebuck] extensive professional knowledge and ability to operate independently led to his junior civilian of the quarter nomination,” said Jeffrey Williamson, NETC’s Support Services manager.

Several staff members were also presented awards for years of service. Willie Jones, a program analyst in the Fleet Integration Learning and Development division was cited for 40 years of service; Jeffrey Wells, a program analyst in the Logistics division was recognized for 30 years; and Keith Palmer, a property program manager in the Logistics division was cited for 10 years.

From the NETC Logistics division, Charles Bailey received the Navy Superior Civilian Service Award for his accomplishments throughout his career.
