Master Chief Petty Officer of the Navy (MCPON) Russell Smith addresses Sailors of the year aboard the Nimitz-class aircraft carrier USS Carl Vinson (CVN 70).

Naval Leadership and Ethics Command (NLEC) San Diego, located at Naval Base San Diego, California, is a subordinate command of the Naval Leadership and Ethics Center.

Our Navy requires leaders who are flexible, innovative and confident. Achieving operational excellence is especially challenging as the Navy's security environment becomes faster paced and more complex.

NLEC San Diego provides training and education for officers not yet in command and courses designed as part of the Enlisted Leader Development (ELD) framework, initially announced in Laying the Keel.

Leader development happens throughout a service member's career and the Navy Leader Development Framework (version 3.0) describes the path the Navy envisions from the beginning to the most senior levels of command by developing competence, character, and connections.

The latest updates to the Navy Leader Development Program can be found in NAVADMIN 254/21 Updates to the Navy Leader Development Program.
