Seaman to Admiral (STA) Program

The Seaman to Admiral (STA) program provides highly qualified enlisted Sailors with the opportunity to earn a commission as naval officers. By maintaining their active-duty status while receiving a scholarship to attend a top-tier university, STA participants advance their careers while contributing to the Navy’s operational excellence.

History

The roots of the STA program trace back to the early 1960s, originally known as the Integration Program. It was designed to identify and commission enlisted personnel demonstrating exceptional leadership, dedication, and professional potential. One of its most distinguished graduates was Admiral Jeremy “Mike” Boorda, who became the first Chief of Naval Operations (CNO) to rise from the enlisted ranks.

Upon assuming duties as CNO, Admiral Boorda reestablished the program in 1994 under the name Seaman to Admiral, reinforcing his belief that every Sailor, regardless of their starting point, should have the opportunity to excel and lead. Since then, STA has evolved to meet the needs of both the Navy and its Sailors, ensuring a steady pipeline of talented and dedicated officers.
