Mr. George DeLano was born at Mitchell Air Force Base. He was raised on a variety of bases nation-wide. He graduated from Trenton Central High School in 1967. DeLano attended Murray State University and graduated in 1971 with a bachelor's degree in history. He accepted an internship with the Higher Education Department at Murray and completed his MACT and SCT in history, political science, higher education and developmental studies. Upon graduation in 1974, he accepted a position with Halifax Community College as director of the Developmental Studies Program. During this time, he worked with the North Carolina State Prison Systems in the areas of adult basic education and GED. In 1979, DeLano accepted an internship with Memphis State University in educational administration and supervision, where he completed all but the dissertation toward his doctoral degree. 

Between 1982 and 1983, DeLano worked for the Department of Justice, Bureau of Prisons, as the ABE/GED coordinator for a medium security prison in Memphis, Tennessee. In 1983, he accepted a position at Naval Air Technical Training Command (NATTC), Lakehurst, New Jersey, in the Curriculum and Instructional Office (CISO), working with the PR and AB curriculums. This was the beginning of over 42 years of service with the Department of the Navy.

From 1984 through 1986, he moved to Memphis, Tennessee, first working as an Instructional Systems Specialist with the Air Traffic Control Schools, then moving into the CISO office at NATTC Millington, where he worked closely with the MATC, MATCAL, AEAL11 and AW schools.

In 1986, he accepted a position at Chief of Naval Technical Training as the training program coordinator for nine ratings. He had cognizance over the IM, OM, MM, BT, PM, ML, EM, IC and MR ratings. In this position he was a member of the SWTRR, IG and Technical Audit Teams and coordinated MILCON projects related to these ratings.

From 1993 to 2003, DeLano was the CISO department head at the Naval Diving and Salvage Training Center. He also became the senior civilian and performed position and personnel management duties for all Dive School civilian employees. As the department head, he was designated the course curriculum model manager for all courses and was the commanding and executive officer's principal advisor on curriculum, manpower, commercial activities, ITRO and civilian issues. During this period, DeLano was selected by CNET to be one of the five Commercial Activities Regional team leaders, overseeing one of the larger CNET CA studies.

In 2003, he was selected as executive director for the Center for Explosive Ordnance Disposal and Diving and was one of the five original members to stand up this organization.

DeLano's personal awards and recognitions include the Meritorious Civilian Service Award, Sustained Superior Performance (30+ awards), Quality Step Increases, Letters of Commendation and Appreciation, Honorary Air Traffic Controller and Master Training Specialist.
