Cmdr. Samantha F. Scarborough is a 2007 graduate of the U.S. Naval Academy, where she earned a Bachelor of Science in oceanography. She also holds a Master of Science in intelligence management from University of Maryland University College and Master of Arts in defense security and strategic studies from U.S. Naval War College.
 
Her surface warfare officer tours include USS Princeton (CG-59) as the strike officer, force-protection officer, engagement control officer and fire-control officer. She also served as the land attack and strike officer subject matter expert at Center for Surface Combat Systems headquarters.
 
After laterally transferring, Scarborough served as Transnational Threats Team lead, senior watch officer, Current Operations Branch head and maritime counterproliferation bridge analyst at Nimitz Operational Intelligence Center. She also completed multiple joint tours at Defense Intelligence Agency in the continental U.S. and overseas, including an officer in charge leadership position.
 
Scarborough took over as commanding officer of Information Warfare Training Command San Diego in May 2025.
 
Her military decorations include multiple personal, unit and campaign awards.
