Chief Warrant Officer 5 Radcliffe J. Samuels, is a native of Westmoreland, Jamaica. He enlisted in the U.S. Navy in 1993 and reported to Recruit Training Command, Great Lakes, Illinois for basic training.  He was commissioned as an aviation maintenance tech chief warrant officer in May 2012. He earned a master's in Management and Leadership from Webster University and a bachelor's in Professional Aeronautics from Embry-Riddle Aeronautical University.

His sea assignments include Strike Fighter Squadron (VFA) 115 as the quality assurance officer and maintenance material control officer deploying aboard USS George Washington (CVN 73); and Helicopter Sea Combat Squadron (HSC) 12 as the assistant maintenance officer and detachment maintenance officer deploying aboard USS Ronald Reagan (CVN 76) and USS Blue Ridge (LCC 19).  

His shore assignments include Fleet Readiness Center Southeast, Detachment Mayport, as support equipment division officer, quality assurance officer, and aircraft division officer; Naval Support Activity Souda Bay, Crete Greece, as the air operations maintenance officer; Officer Training Command Newport, as instructor at the Limited Duty Officer/Chief Warrant Officer Academy.  He reported to Fleet Readiness Center West as technical warrant officer in October 2023. 

He began serving as officer in charge, Center for Naval Aviation Technical Training Detachment Atsugi, Japan, in November 2025.

His personal awards include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (six awards), Navy and Marine Corps Achievement Medal (five awards), and various units and campaign awards. He is entitled to wear the Professional Aviation Maintenance Officer (PAMO) designation.
