Patrick McLean

Mr. Patrick L. McLean joined civil service in 1996 after retiring from the U.S. Navy as a supply corps officer. Today, he serves as the executive director for the Center for Service Support (CSS) at Naval Station Newport, Rhode Island. 

As the CSS executive director, he provides continuous high-level advice and technical assistance to the commanding officer as well as administers policies and exercises independent and innovative management control to ensure execution of CSS training programs. The CSS mission is to develop and deliver training for naval administration, command support program management, instructor certification, logistics, maintenance and material management (3M), media services, and security management, as well as General Military Training to achieve fleet readiness. 

McLean’s additional civilian positions include service as the regional business manager for both Navy Regions Singapore/Korea; executive director for CSS; executive director for Navy Region Southwest Asia, Bahrain; integrated logistic support lead for MK 48 torpedoes and MK 46 S & TE programs at Naval Undersea Warfare Center in Keyport, Washington; and as the deputy control officer at Marine Corps Base, Camp Smedley D. Butler in Okinawa, Japan. In Japan, he administered the supply systems management and Japanese facility improvement program for all Marine bases in the country. From 1998 to 2001, he also served as the senior facility manager for the K-Mart Corporation, serving the West Coast, Hawaiian Islands, and Guam. 

While serving in the Navy, his key assignments included Naval Supply Systems Command, Washington, D.C., inspector general’s office; USS White Plains (AFS 4) in Guam; Center for Technical Training Command, in Millington, Tennessee; USS Merrimack (AO 179) Norfolk, Virginia; Board of Inspection & Survey, Atlantic, in Norfolk, Virginia; and USS White Plains (AFS 4) in Yokosuka, Japan. 

McLean holds a bachelor’s degree in finance/accounting from the University of South Florida and a master’s degree in operations management from the University of Arkansas. He has also certified as a Defense Acquisition Workforce Improvement Act of 1990 (DAWIA) acquisition logistics level III specialist and a government comptroller. 

His personal awards include the Navy Superior Civilian Service Award (two awards), Navy Meritorious Civilian Service Medal (two awards), Meritorious Service Medal, Navy and Marine Corps Commendation Medal (two awards), Navy and Marine Corps Achievement Medal and various campaign, service and unit awards.
