Lt. Cmdr. John W. McCauley is a native of Pittsburgh, PA, and a United States Naval Academy (USNA) graduate with a B.S. in General Science. He also earned an M.S. in Manpower Systems Analysis from Naval Postgraduate School in March 2020. He was commissioned as a Surface Warfare Officer upon graduation from USNA in May 2012. He was designated a Navy Human Resources Officer in December 2015. 

His operational tours include duty with USS BARRY (DDG-52) serving as the Operations Intelligence Division Officer from 2012- 2013. Ashore, he served with Commander, Naval Surface Forces Atlantic in both the N1 and N6 departments in 2013.

He then completed his Department Head tour with Navy Recruiting District Chicago, serving as the Operations Officer in 2016. Was hand-selected to attend Naval Postgraduate School in 2018.  After earning his graduate-level education, he was assigned to Recruit Training Command, serving as a Ship’s Officer, Fleet Commander, and finally as Student Control Director and Senior Watch Officer in 2020.  As Student Control Director and Senior Watch Officer, he executed the duties and responsibilities of an O-4 HR milestone billet and O-4 collateral duty for one of the Navy’s largest watch teams; served as the Military Manpower Officer for Naval Supply Systems Command in Mechanicsburg, PA, in 2023.

He assumed the role as Executive Officer of Naval Technical Training Center Meridian in April 2025. McCauley is a certified Professional in Human Resources and a Joint Professional Military Education I (JPME PHASE I) Qualified Officer. His personal awards include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (two awards), and various unit and service awards.
