Captain Edgardo A. Moreno

Capt. Edgardo A. Moreno, a native of South Gate, California, graduated from Norwich University in May 1993 and was commissioned as an ensign through the Naval Reserve Officers Training Corps program. He earned a master’s degree in Operations Management from the University of Arkansas in 2008, and in 2013, a master’s degree in National Security Strategy from the National Defense University’s National War College, while also completing Joint Professional Military Education Phase II. 

He was initially assigned to Naval Aviation Schools Command (NASC) on temporary duty while awaiting flight training and completed Aviation Maintenance Officer School. He was designated a naval aviator in August 1996 at Naval Air Station (NAS) Whiting Field, Florida, and completed training in the H-60F/H at Helicopter Anti-Submarine Squadron (HS) 10, the Fleet Replacement Squadron.  

Moreno’s operational tours include service with the “Chargers” of HS-14, deploying aboard USS Independence (CV 62) and with Carrier Air Wing (CVW) 5, deployed with USS Kitty Hawk (CV 63); CVW-8 as the anti-submarine/combat search and rescue operations officer and flying the H-60F/H aboard USS Theodore Roosevelt (CVN 71); and the “Tridents” of HS-3 as the admin officer, maintenance officer, and operations officer, deploying again aboard USS Theodore Roosevelt (CVN 71). He was the executive officer for the “Dragonslayers” of HS-11, stationed at NAS Jacksonville, Florida, as part of CVW-1, deploying with USS Enterprise (CVN 65) to the U.S. 5th Fleet area of responsibility. While on deployment, he assumed command of HS-11, serving as commanding officer from April 2011 until July 2012. In June 2016, Moreno reported as executive officer to USS San Antonio (LPD 17), based at Norfolk, Virginia, and in January 2018, he assumed command until June 2019. Moreno deployed worldwide multiple times to the Sea of Japan, Mediterranean Sea, Arabian Gulf, North Arabian Sea, and Gulf of Aden. He participated in Operations Iraqi Freedom; Telic with British forces as part of the joint helicopter force in Basra, Iraq; Enduring Freedom; Noble Shirley; Copper Dune; and Odyssey Lightning. 

His shore and staff assignments include HS-10 as a fleet replacement instructor, where he was also the legal officer and student control officer and graduated from the Seahawk Weapons and Tactics Instructor Course in Fallon, Nevada; Navy Personnel Command as the helicopter shore detailer; Joint Chiefs of Staff as a political-military planner for Deputy Directorate for Western Hemisphere, J5, Plans and Policy, Homeland Defense Branch, Defense Support of Civil Authorities; and most recently, the Joint Forces Staff College as the interim associate dean of academics. In February 2020, he reported to NASC as the deputy. 

Moreno assumed command of NASC in June 2020. 

Moreno has accumulated over 3,500 flight hours. His personal decorations include the Legion of Merit, Defense Meritorious Service Medal (two awards), Meritorious Service Medal (two awards), Air Medal (Strike/Individual Flight Awards), Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (three awards), five Battle Efficiency Awards, and various service and campaign awards.
