Naval Education and Training Security Assistance Field Activity (NETSAFA) is the U.S. Navy’s agent for Navy education and training for international military students. Located at
Naval Air Station Pensacola
, Florida, we coordinate and supply training support to international governments and international organizations. As a field activity of
Naval Education and Training Command (NETC)
, we serve as a focal point for all Security Assistance and Security Cooperation education and training program issues, coordination and advice within the U.S. Navy.
NETSAFA is an integral part of
Navy International Programs Office (Navy IPO)
, therefore we also work with and through the Navy IPO chain of command. We are responsible for partner training support first and foremost, and we will work to assure the best training support for our international customers through Navy, other government institution and organizations, and private industry. We must be advocates for our security assistance customers by interceding with those government institutions and private organizations that impact or have the potential to impact our customer training and training support capability.

Commander, MyNavy Career Center (MNCC) Rear Adm. Stuart C. Satterwhite visited Naval Station Newport, Rhode Island, March 25, 2025, where he held engagements at the Senior Enlisted Academy (SEA), Naval Leadership and Ethics Center (NLEC), and met virtually with students from the Human Resources Center of Excellence's (HRCOE) Human Resources Introductory Course (HRIC).

NEWPORT, R.I. --- Commander, MyNavy Career Center (MNCC) Rear Adm. Stuart C. Satterwhite visited Naval Station Newport, Rhode Island, March 25, 2025, where he held engagements at the Senior Enlisted Academy (SEA), Naval Leadership and Ethics Center (NLEC), and met virtually with students from the Human Resources Center of Excellence's (HRCOE) Human Resources Introductory Course (HRIC).
During the visit, Satterwhite highlighted the value HRCOE brings to preparing HR officers for the fleet and the importance of lifelong learning for warfighters.
“It’s an amazing time to be a Human Resources Officer in the Navy,” said Satterwhite. “We have some of the best and brightest warfighters coming in with an incredible level of knowledge. These are the Fleet’s HR experts with the strategic and analytic mindsets our naval leaders need at the table. HRIC is an excellent opportunity for them to familiarize themselves with the HR community. I implore them to be passionate about what they’re learning and to appreciate how what they do today connects to our warfighting mission.”

The objective of HRIC is to provide an overview of the HR community strategy, Navy HQ organizations, and functions within MyNavy HR, civilian management processes, and career management as an HR officer. The course provides foundational knowledge of the MyNavy HR domain and Total Force (active, reserve, and civilian) management.
“With the HR community being a vast network of interconnected systems that shapes every aspect of the Sailor’s career, this course did a fantastic job connecting the dots, showing how each crucial piece works together to support mission readiness and Sailor well-being,” said Lt. Cmdr. Eva Kozlowski, an HRIC student assigned to US Navy Manpower Analysis Center.
The HR community includes a variety of job responsibilities that vary by billet but are all pertinent knowledge for a new HR officer. All HR officers are expected to have a baseline understanding of Navy fleet manpower strategy, MyNavy HR strategy, and how the HR community maximizes fleet productivity through talent management and sailor development.
In total, 28 active and Training and Administration of the Reserve (TAR) HR officers completed HRIC in an adapted virtual format over the course of two weeks. The course covered flag-level perspectives, Culture of Excellence 2.0, Get Real Get Better, force management and requirements, active listening, ethics, and more, culminating in a final exam.
As part of Naval Education and Training Command's (NETC) Center for Service Support (CSS), HRCOE was established in 2007 by the Chief of Naval Personnel to serve as a focal point for the HR community to further deliver expertise in defining, recruiting, developing, assigning and retaining a highly skilled naval workforce.
CSS provides Sailors in the Naval Administration, Chaplaincy, Command Support Program Management, Human Resources, Logistics, Maintenance Coordination, Media, and Security Management communities the necessary professional skills, knowledge, and education to support the fleet's warfighting mission.
