Our focus is to ready sea-bound warriors to serve on surface combatants possessing the shiphandling and navigation skills to fulfill the Navy's mission and to maintain global maritime superiority.
ELD. Describes all aspects of Enlisted leadership skills training, character development, decision making, self-awareness, and ethics. Occurs when a member participates in leader development activities, formal education, reading or viewing leadership-related material, discussing leadership issues, observing leaders in action and performing as a leader. Effective leader development includes both formal training and self-directed study and reflection.

Navy Enlisted Leader Development Continuum (NELDC). NELDC refers to the series of leader development courses and events that form the foundation of our ELD strategy. The continuum provides development opportunities at regular intervals throughout a Sailor’s career supporting leadership growth and reflection. Learning events are tailored at each stage in the continuum to the level of a Sailor’s leadership responsibility (roles and billets) and seniority. Sailors attend courses for the paygrades and roles they are in – not designed or delivered as “indoctrination”.
