Lt. Cmdr. Ryan S. Hoffman, a native of Fairfield, Connecticut, graduated in 2006 from the College of the Holy Cross with a Bachelor of Arts in Mathematics. He holds a Master of Science from Columbia University and a Master of Military Operational Art and Science from the U.S. Air Force Command and Staff College.

His sea tours include division officer aboard USS Missouri (SSN 780) and department head aboard USS Kentucky Gold (SSBN 737).

His shore tours include submarine officer basic course and submarine officer advanced course instructor for the Naval Submarine School; lead future operations and submarine planner for Commander, U.S. 3rd Fleet; and deputy executive assistant to Commander, U.S. 3rd Fleet.
 
Hoffman reported to Submarine Training Facility San Diego as executive officer in January 2025.

Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.
