Captain Michael S. Dwan

Capt. Michael Dwan is a native of Port Monmouth, New Jersey.  He was commissioned in December 2000 through the Naval Reserve Officers Training Corps after earning a Bachelor of Arts in English from the University of Arizona.  He also holds a Master of Science in Information Warfare, Systems Engineering from the Naval Postgraduate School.  Additionally, he is a graduate of the Integrated Air and Missile Defense (IAMD) Warfare Tactics Instructor program. 
 
Prior to commissioning, he served as an anti-submarine warfare operator for Patrol Squadron (VP) 16. 
 
Dwan’s sea duty officer assignments include electrical officer, USS Roosevelt (DDG 80); training officer, USS Cape St. George (CG 71); weapons officer and combat systems officer, USS Milius (DDG 69); and executive officer, USS John Paul Jones (DDG 53) .   
 
Ashore, Dwan served as the Ballistic Missile Defense Plans officer at U.S. 5th Fleet; Naval Integrated Fire Control-Counter Air Requirements officer for the Surface Warfare Division, N96, Office of the Chief of Naval Operations staff; IAMD branch lead at Naval Surface and Mine Warfighting Development Center (SMWDC) Headquarters; Plans and Tactics department head, N5, at SMWDC Surface Warfare Technical Division; and Tomahawk Land Attack Missile/Naval Surface Strike department head at the Naval Aviation Warfighting Development Center.
 
He commanded U.S. Aegis Ashore Missile Defense System Romania and most recently, served as commander, Task Force SIX FOUR, and director, Tomahawk Strike and Fires, N32 for U.S. Naval Forces Europe-Africa/U.S. 6th Fleet. 
 
Dwan reported as commander, Surface Combat Systems Training Command (SCSTC) in September 2025.
 
Dwan’s personal decorations include the Legion of Merit, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, Navy Good Conduct Medal, with various unit, campaign, and service awards.  Additionally, he is a recipient of both Surface Warfare Schools Command’s Arleigh Burke Prize for Excellence and VADM John D. Bulkeley Distinguished Graduate awards.
