Captain William Carr

Capt. William Carr, a native of Bunkie, Louisiana, graduated in 2002 from the United States Naval Academy with a Bachelor of Science in History. He was selected as an Olmsted Scholar in Kyoto, Japan, where he earned a master’s in International Studies from Doshisha University.

At sea, he served as strike officer aboard USS John S. McCain (DDG 56); combat information center officer aboard USS Winston S. Churchill (DDG 81); operations officer aboard USS Curts (FFG 38); operations officer aboard USS Coronado (LCS 4); and executive officer and commanding officer aboard USS Gabrielle Giffords (LCS 10) Gold.

His shore assignments include director of Surface Damage Control and Firefighting Training at Surface Warfare Schools Command (N79); Japan plans and policy officer for the Joint Staff (J-5); deputy battle captain in the National Joint Operations and Intelligence Center; littoral combat ship mission packages requirements officer for Director of Surface Warfare (N96), Office of the Chief of Naval Operations; and service on the staff of Commander, Naval Surface Forces.
