Commander Lindsay A. Carter

Cmdr. Lindsay Carter graduated from Auburn University with a bachelor’s degree in Civil Engineering in 2002 and received her commission through the Naval Reserve Officers Training Corps program. She later graduated with distinction from the U. S. Naval War College with a Master of Arts in National Security and Strategic Studies.
Carter commenced flight training in Pensacola, Florida, and received her naval flight officer wings in March 2004 at Randolph Air Force Base, San Antonio, Texas. After completing initial training in the P-3C Orion at Patrol Squadron (VP) 30, she reported to her first operational tour with the “Mighty Pelicans” of VP-45 in Jacksonville, Florida. While there, she served in several ground billets and in the plane as mission commander and instructor tactical coordinator. She completed a tour as assistant strike operations officer aboard USS Harry S. Truman (CVN 75) from August 2009 to August 2011, where she qualified as officer of the deck underway. In November 2015, Carter reported to Unmanned Patrol Squadron (VUP) 19 “Big Red” in Jacksonville, Florida to assist in the establishment of the Navy’s first unmanned patrol squadron. She served in several billets, culminating as the operations officer before transferring in November 2017.
Carter has accumulated over 1,200 hours of flight time in the P-3C Orion and P-8A Poseidon. She has completed a combat deployment to the U.S. 5th Fleet; a multi-site surge deployment to U.S. 7th Fleet, 6th Fleet, and 5th Fleet; and a carrier deployment to the U.S. 5th Fleet area of responsibility. She has participated in and led missions in support of Operations Iraqi Freedom, Enduring Freedom, Enduring Freedom – Philippines, Active Endeavor, Caper Focus, Carib Shield, and New Dawn.
Her shore assignments include flag aide to commander, Patrol and Reconnaissance Group in Norfolk, Virginia from February 2008 to July 2009; war game director at the Naval War College in Newport, Rhode Island from August 2011 to February 2014; and student control officer at VP-30 in Jacksonville, Florida from January 2015 to November 2015. After completion of her department head tour in November 2017 at VUP-19, she reported to Washington, D.C. to the director, Navy Staff as a congressional action officer.
She currently serves as the commanding officer for Navy Service Support Advanced Training Command (NSSATC), Dam Neck Annex, Virginia.
Carter’s personal decorations include the Navy and Marine Corps Commendation Medal (six awards) and Navy and Marine Corps Achievement Medal (two awards) in addition to numerous unit, service, and campaign awards.
