Lieutenant Commander Russell B. Torgesen

Lt. Cmdr. Russell B. Torgesen, a native of Tomball, Texas, graduated from Brigham Young University with a Bachelor of Science in Civil Engineering in 2005 and was commissioned through Officer Candidate School in 2006. He earned a Master of Science in Civil Engineering from the University of Washington in 2010.
 
Torgesen’s operational and shore tours include service as assistant resident officer in charge of construction, Whidey Island, Washington; communications officer, officer in charge detail Payne (Afghanistan) and assistant operations officer, Naval Mobile Construction Battalion (NMCB) 4; resident officer in charge of construction, Yigo, Guam; aide to the commander, Naval Facilities Engineering Command and chief of civil engineers, Washington, D.C.; production officer, Bethesda, Maryland; Department of Defense fellow at Gulf Power Company as part of the Secretary of the Navy Tours with Industry Program, Pensacola, Florida; and facilities engineering and acquisition division director, Pensacola, Florida.
 
Torgesen is currently serving as executive officer of Naval Construction Training Center, Gulfport at Naval Construction Battalion Center Gulfport, Mississippi.
 
His personal awards include the Navy and Marine Corps Commendation Medal (five awards) and the Navy and Marine Corps Achievement Medal, along with various unit awards.
 
Torgesen is a licensed professional engineer in Utah and a qualified Seabee combat warfare officer. He is a member of the Defense Acquisition Corps, Defense Acquisition Workforce Improvement Act Level 3 Contracting, Public Works Level III certified officer, and a Leadership in Energy and Environmental Design accredited professional.
