Capt. Troy is a native of Mullins, South Carolina, and a graduate of Mullins High School. He received a Bachelor of Arts in Business Administration from Morehouse College in Atlanta and was commissioned through the Naval Reserve Officers Training Corps program in May 1995. He later earned a Master of Business Administration from the Terry College of Business at the University of Georgia in Athens, Georgia, as well as a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College in Newport, Rhode Island. Additionally, he received executive education from the University of Pennsylvania’s Wharton School.
Troy’s operational assignments include USS Normandy (CG 60) homeported at Norfolk, Virginia, as the disbursing/sales officer and the food service officer; USS Spruance (DD 963) based at Mayport, Florida, as the supply officer; the Office of Military Cooperation-Kuwait as the naval logistics advisor to the Kuwaiti navy; and an Individual Augmentation to Joint Counter-Radio Controlled Improvised Explosive Device Electronic Warfare (CREW) Composite Squadron 1 located on Victory Base Compound, Iraq. His last operational assignment was Explosive Ordnance Disposal Expeditionary Support Unit 2 at Joint Expeditionary Base, Little Creek, Virginia, where he served as the commanding officer.
His shore assignments include food service instructor, leadership continuum instructor, and the educational counselor for the Basic Qualification Course at the Navy Supply Corps School in Athens, Georgia; director of nuclear resource management and deputy director of the customer value management departments at the Naval Inventory Control Point, in Mechanicsburg, Pennsylvania; fleet services officer and lead for the Fleet Financial Improvement and Audit Readiness Team at U. S. Fleet Forces Command in Norfolk, Virginia; executive assistant to the commander, Naval Supply Systems Command and the 47th Chief of Supply Corps, also in Mechanicsburg, Pennsylvania; director for the internal review and evaluation division and then as chief of staff for the Office of the Deputy Assistant Secretary of the Navy (Financial Operations) at the Washington Navy Yard and commanding officer, Navy Service Support Advanced Training Command, headquartered in Dam Neck, Virginia.
Currently, Troy serves as the commanding officer, Center for Service Support, headquartered in Newport, Rhode Island.
Troy’s personal awards include the Legion of Merit, Meritorious Service Medal (six awards), Joint Commendation Medal, Navy and Marine Corps Commendation Medal (three awards), Navy and Marine Corps Achievement Medal, Outstanding Volunteer Service Medal and a host of campaign medals and ribbons. He is designated as a surface warfare supply corps officer, Navy expeditionary supply corps officer, a joint qualified officer and Level III certified in the Department of Defense’s Financial Management program. He was selected by the University of Georgia’s Alumni Association as a member of the 2012 class of the “40 Under 40” recognition program. He was also nationally recognized by the Omega Psi Phi Fraternity, Inc. as the 2014 third district recipient of the “Colonel Charles D. Young Military Leadership Award” and as the 2018 active-duty naval officer recipient for the “Omega Military Salute."
