Lt. Cmdr. Bebber graduated from Stetson University with a bachelor’s degree in Political Science in 1994, joined the Navy in October 2006 and was commissioned though Officer Candidate School in 2007. He also earned a doctoral degree in Public Policy along with a master’s degree in Public Administration from the University of Central Florida, and a master’s degree in National Security and Strategic Studies from the Naval War College.
Bebber’s assignments include Navy Information Operations Command Maryland; Joint Provincial Reconstruction Team Khost as the information operations officer; National Security Operations Center as the expeditionary support officer for team 4 and division officer for 51 division / 50 department; U.S. 7th Fleet as fleet signals intelligence information warfare officer and as fleet intelligence watch officer; U.S. Cyber Command as a strategic effects planner and U.S. Cyber Command-National Security Agency Combined Action Group member; and Carrier Strike Group 12 as the cryptologic resource coordinator embarked aboard USS Abraham Lincoln (CVN 72).
Bebber reported to Information Warfare Training Command Corry Station in July 2019, serving as an instructor prior to assuming duties as the executive officer in March 2021.
