Commander Javier Lopez-Martinez

Cmdr. Lopez-Martinez is a native of Ario De Rayon, Michoacán, Mexico, and grew up in Lompoc, California.  He joined the U.S. Navy in January 1991 and graduated from boot camp as a constructionman recruit in March 1991.  Following his promotion to chief utilitiesman in 2001, he was commissioned via the Limited Duty Officer Program in October 2002. Lopez-Martinez received a Bachelor of Science, Psychology, University of La Verne, 2002; a Master of Science, Human Resources, Chapman University, 2005; and a Master of Business Administration, University of La Verne, 2010.  He is also a graduate of Air University’s Air Command and Staff College.

His enlisted tours of duty include utilitiesman, Naval Facility, Keflavik; project crew leader, Naval Mobile Construction Battalion (NMCB) 131; utilitiesman shop leading petty officer, Amphibious Construction Battalion 1; utilitiesman schoolhouse - phase head, Naval Construction Training Center Port Hueneme; material liaison office, chief, NMCB-40.

His officer tours of duty include officer in charge (OIC), Construction Battalion Unit 406; assistant public works officer and production officer, Public Works Department, Naval Air Station Lemoore; team engineer as an individual augmentee, Baghdad Provincial Reconstruction Team; air detachment commander/OIC, Detail Afghanistan, NMCB-4; assistant training officer, 31st Seabee Readiness Group; regiment training officer and assistant operations officer, 30th Naval Construction Regiment; training officer for Naval Construction Group 1; executive officer, Naval Construction Training Center (NCTC) Gulfport, Mississippi; commanding officer, Construction Battalion Maintenance Unit 303; acting chief of staff for operations/readiness, Navy Expeditionary Combat Command Pacific.

Currently, he serves as the commanding officer of NCTC in Port Hueneme, California.

Lopez-Martinez is a Seabee combat warfare officer, master training specialist, and Project Management Professional Certified.  His personal awards include the Meritorious Service Medal (three awards), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (eight awards), Army Achievement Medal, and Navy and Marine Corps Achievement Medal (five awards).
