Capt. Willie D. Brisbane enlisted in the U.S. Navy March 1990. She received her commission in 1999 through the Enlisted Commissioning Program after graduating with a Bachelor of Science in Business Administration from Old Dominion University in Norfolk, Virginia. She also earned a Master of Science in Management from the University of Arkansas and a Master of Science in National Resource Strategy from the National Defense University, Washington, D.C.
Her operational tours while enlisted include the submarine tender USS L.Y. Spear (AS 36). As an officer, her operational tours include serving as the administrative officer/auxiliaries-electrical officer aboard the Ticonderoga-class cruiser USS Yorktown (CG 48), and serving as the auxiliary officer aboard the Tarawa-class amphibious assault ship USS Peleliu (LHA 5).
Her shore assignments as enlisted include Chief of Naval Operations staff, Washington, D.C. As an officer her shore assignments include service with the post-selection board branch at Navy Personnel Command where she transitioned into the human resources community. Her human resources assignments include service as the enlisted programs officer/operations officer at Navy Recruiting District Jacksonville, Florida; the reserve support officer/manpower officer, Navy Operational Support Center, Jacksonville, Florida; the officer programs officer, Navy Recruiting Region West, Millington, Tennessee; and a promotion board sponsor, Navy Personnel Command, Millington, Tennessee.
Her command tour includes service as the commander of the 10th Battalion and Military Entrance Processing Command in Jacksonville, Florida. Most recently, she served within the Office of the Under Secretary of Defense (Personnel and Readiness) as the acting deputy director and senior military advisor for the Office of Diversity, Equity and Inclusion and as a military liaison officer within the Department of Defense, Sexual Assault Prevention and Response Office.
She became the 21st commanding officer of Naval Education and Training Professional Development Center July 30, 2021.
Her military education includes Yeoman “A” School, Surface Warfare Officers School, Human Resources Intermediate and Advanced Courses, Air Command and Staff College, National Defense University, Navy Leadership School, and Naval Justice School.
Brisbane is surface warfare qualified, JPME I and JPME II qualified, and certified as a professional in human resources from the Human Resource Certification Institute. Her awards include the Defense Meritorious Service Medal (two awards), Navy and Marine Corps Commendation Medal (six awards), Navy and Marine Corps Achievement Medal (three awards), and various unit and service medals and ribbons.
