Command Master Chief Martinez is a native of Riverside, California who joined the U.S. Navy in July 1991. After completion of basic training at Recruit Training Command Great Lakes, Illinois, he attended Aerographer’s Mate (AG) “A” School at Chanute Air Force Base (AFB), Illinois.
His first assignment was USS Independence (CV 62) from 1992 to 1994 as a weather observer for the ship’s oceanographer during Operation Southern Watch and two Western Pacific deployments. In 1994, he was transferred to the Mobile Environmental Team in San Diego, where he embarked on various homeported ships to provide weather services and support to commanding officers afloat. In 1995, he attended AG “C” school at Keesler AFB, Mississippi; from there, between 1996 to 1998, he volunteered for his third straight sea duty tour aboard USS Theodore Roosevelt (CVN 71) where he provided weather information to the admiral’s staff and ship’s oceanographer and completed one Mediterranean cruise. Following, he reported to the Naval Meteorological and Oceanographic (METOC) Center in Norfolk, Virginia in 1998 where he provided aviation weather to various pilots and enroute weather to numerous fleet assets. From there, he transferred to USS Dwight D. Eisenhower (CVN 69) in 2001 where he made chief petty officer.
In 2004, he reported aboard USS Abraham Lincoln (CVN 72) where he supervised 20 METOC personnel and hundreds of Sailors as the command indoctrination leading chief petty officer. After, he reported to the Naval Maritime Forecast Center in Pearl Harbor, Hawaii, in 2007 where he qualified and supervised personnel providing enroute weather and tropical cyclone evasion information to Navy, Military Sealift Command and Coast Guard assets in the U.S. 3rd, 5th and 7th Fleets. Following, he reported to USS Reuben James (FFG 57) in March 2010 where he served as the Maintenance & Material Management (3M) coordinator and acting command senior chief during a critical billet gap. Within one year, he was selected for the Command Senior Chief Program and was handpicked for orders to USS Patriot (MCM 7) where he served from June 2012 to December 2013. Afterwards, he reported aboard USS Paul Hamilton (DDG 60) where he led a crew of 300+ before his transfer in October 2016. One month after, he checked in to Special Projects Patrol Squadron (VPU) 2 out of Marine Corps Base Hawaii Kaneohe Bay to be the command master chief (CMC) for the Navy’s last P-3 squadron until April 2019. From there, he became the CMC of Naval Computer and Telecommunications Area Master Station, Pacific (NCTAMS PAC), Wahiawa, Hawaii and the immediate superior in charge CMC of Naval Computer and Telecommunications Station (NCTS) San Diego, NCTS Guam and NCTAMS PAC Detachment Puget Sound until June 2021. He then reported as the deputy director for the U.S. Navy's Senior Enlisted Academy (SEA), Newport, Rhode Island.
He became the director of the SEA on Feb. 2, 2023.
His personal decorations include the Meritorious Service Medal (two awards), Navy and Marine Corps Commendation Medal (five awards), Navy and Marine Corps Achievement Medal (three awards), the Battle “E” Efficiency award (four awards) and various unit and campaign awards. He holds a Bachelor of Science Degree in Business Administration with a specialty in Management from Hawaii Pacific University (with honors).
