Commander Ronald B. Laycock

Commander Ronald Barton “Bart” Laycock is a native of Tuscaloosa, Alabama. He graduated from the University of Alabama with a Bachelor of Science in Civil Engineering in 2006 and received his commission through Officer Candidate School in 2010. He also holds a Master of Science in Civil and Environmental Engineering from the University of Alabama.

Laycock’s operational tours include, Echo Company Commander Detail Guam, U.S. Naval Mobile Construction Battalion (NMCB) 133 and Facilities and Planning Engineer, Northern Iraq, Individual Augmentee, Combined Joint Task Force Operation Inherent Resolve (CJTFOIR).

His shore assignments include Facilities Management Division Director and Seabee Division Officer, Public Works Department Naval Support Activity Bahrain; Construction Manager and Energy Conservation Officer, Public Works Department Naval Air Station Pensacola, Florida; Range Facility Engineer, Ranges West and Seabee Division Officer, Naval Special Warfare Center, Coronado, California; Post Graduate School, University of Alabama, MS Civil and Environmental Engineering, Tuscaloosa, Alabama; FEAD Director at PWD Washington, Washington DC; and Shore Department Officer at NAVFAC EXWC in Port Hueneme, California.

Currently, Commander Laycock serves as the Executive Officer at Center for Seabees and Facilities Engineering and Naval Civil Engineer Corps Officers School, Port Hueneme, California.

Laycock is a registered Professional Engineer in the state of Alabama. He is qualified as a Seabee Combat Warfare Officer and a member of the ACQ Corp. His personal decorations include the Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (3 awards), and Navy and Marine Corps Achievement Medal (2 awards). Additionally, he has earned certifications in DAWIA Contracting Level 3 and Facilities Engineering Level 2, Public Works Level 3, and Joint Professional Military Education Phase 1.
