David Hart received his commission as a Surface Warfare Officer through the United States Naval Academy in 1996, graduating with a Bachelor of Science Degree in History and a minor in German.  In 2015, he graduated from Villanova University with a Master of Public Administration degree.
 
While on active duty at sea, he served as the Combat Information Center Officer, Communications Officer, and Communications Security Material System (CMS) Custodian aboard USS Cushing (DD 985).  His follow-on tour was as a Naval Gunfire Liaison Officer and Forward Air Controller with Fifth Battalion, Tenth Marines and Second Battalion, Second Marines.  Ashore, he served as the Chief Engineer of the Gas Turbine Hot Plant at Great Lakes and the Director of the Advanced Electronics Technician School.
 
After leaving active duty, SAB Miller in Milwaukee hired David as the maintenance supervisor for their largest bottling line where he sustained superior overall equipment effectiveness for his production line. After approximately three years at SAB Miller, Naval Service Training Command hired him as a program analyst for programming, policy, and production.  In 2018, he became the director of the Training Operations Department (N3) and merged the Analysis Department (N5) to create N3/5 Department.  He managed the command’s policy development, production, programming, program management and data analysis.  From January 2021 to January 2023, he served as the NJROTC Program Operations Manager.  In January 2023, he assumed duties as the NJROTC Program Director.
