Lieutenant Commander John S. McCary

Lt. Cmdr. McCary, a native of Edmonds, Washington, graduated from Washington State University in 2012 with a degree in civil engineering. He attended Officer Candidate School in Newport, Rhode Island, and completed Civil Engineer Corps Officer School in 2013. He earned a Master of Science in civil engineering from the University of Washington.

His assignments include construction manager at Naval Facilities Engineering Command (NAVFAC) Washington, Public Works Department, Annapolis, Maryland; battalion assistant training officer, evacuation control center officer in charge, air detachment assistant officer in charge, and Civic Action Team Palau officer in charge at Naval Mobile Construction Battalion 133, deploying to Rota, Spain and the Republic of Palau; facilities management department head at U.S. Naval Hospital Naples, Italy; and assistant public works officer and production division director, transitioning to facilities engineering and acquisitions division director at NAVFAC Mid-Atlantic, Public Works Department, Yorktown, Virginia.
 
McCary reported to Naval Construction Training Center Port Hueneme as executive officer in June 2023.
 
He is qualified as a Seabee combat warfare officer. His personal decorations include the Navy and Marine Corps Commendation Medal (two awards) and Navy and Marine Corps Achievement Medal (two awards).
 
He is a registered professional engineer in the state of Washington, Acquisition Professional Membership, Project Management Professional certified, and Public Works Department Level III qualified.

Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.
