Captain Gregory L. Tiner

Capt. Gregory L. Tiner, a native of Sacramento, California, enlisted in the U.S. Navy in 1990, and after graduating from boot camp at Recruit Training Command Orlando, he attended Yeoman “A” School. He attained the rank of chief petty officer before earning his commission in 2003 through the Limited Duty Officer program. He graduated from Excelsior College in 2001 with an associate in applied science for administrative and management studies; Park University in 2013 with a Bachelor of Science in human resources management; and University of Arkansas in 2014 with a Master of Science in operations management. 

His enlisted assignments included tours with Patrol Wing 2; Patrol Wings, U.S. Pacific Fleet; Assault Craft Unit 1; Naval Support Activity Monterey/Naval Postgraduate School; USS Camden (AOE 2), where he earned designation as an enlisted surface warfare specialist and qualified as officer of the deck underway; and Patrol and Reconnaissance Wing 10. 

At sea as a commissioned officer, he served as administrative officer for Strike Fighter Squadron (VFA) 115, deploying aboard USS John C. Stennis (CVN 74); USS Frank Cable (AS 40), where he qualified as a surface warfare officer; and USS John C. Stennis (CVN 74).  He deployed twice to the U.S. 7th Fleet area of operations.

His shore assignments include coordinating with budget submitting offices on manning for half of all shore duty commands as Assistant Manning Control Authority Bureau at Navy Personnel Command. He volunteered for an Individual Augmentee assignment as Iraq desk officer with the U.S. Central Command staff and served as administrative officer at Navy Manpower Analysis Center and then Naval Support Activity Mid-South. He completed two tours as a flag secretary, supporting Vice Adm. Mary Jackson as Commander, Navy Installations Command, followed by Adm. William F. Moran, Adm. Robert P. Burke, and Adm. William K. Lescher as Vice Chief of Naval Operations. He reported in January 2021 as commanding officer, Navy Element and division chief, Human Capital Services Division (J11), for North American Aerospace Defense Command and U.S. Northern Command. His most recent assignment was assistant deputy director, Navy Flag Officer Management and Distribution for Office of the Chief of Naval Operations Liaison Detachment. 

Tiner assumed his current duties as Naval Education and Training Command chief of staff and commanding officer of the Flag Unit in November 2024.

His personal awards include the Defense Meritorious Service Medal, Meritorious Service Medal (four awards), Navy and Marine Corps Commendation Medal (nine awards), Navy and Marine Corps Achievement Medal (four awards), and various campaign and unit awards.
