Commander Melissa S. Flynn

A native of Maryland, Cmdr. Flynn graduated from Towson University with a Bachelor of Science in 2001 and a Master of Science from Johns Hopkins University in 2005. Cmdr. Flynn commissioned in 2006 through Officer Candidate School in Pensacola, Fla. She earned a Master of Business Administration in Acquisition and Contract Management in 2017 from Naval Postgraduate School in Monterey, Calif.
 
Cmdr. Flynn’s previous operational tours include USS John Paul Jones (DDG-53) where she served as the Assistant Supply Officer from January 2007 to May 2009, Twenty-Second Naval Construction Regiment in Gulfport, Miss., as the Assistant Logistics Officer from July 2010 to September 2012, USS Monterey (CG-61) as the Supply Officer from July 2014 to December 2015, and USS Boxer (LHD-4) as the Supply Officer from June 2023 to June 2025.  She has completed multiple deployments to the Western Pacific and Afghanistan.
 
Her previous shore assignments include Commander, Logistics Forces (COMLOGFORNAVCENT), Commander, Task Force 53 (CTF-53) at Naval Support Activity Bahrain serving as Assistant Replenishment Officer from May 2009 to June 2010, U. S. Fleet Forces Command in Norfolk, Va., from October 2012 to May 2014 as the Logistics Readiness Officer, and Naval Air Systems Command (NAVAIR) at Naval Air Station Patuxent River, Md., from July 2017 to June 2020 where she served as a Contract Specialist.  From June 2020 to July 2022, Cmdr. Flynn was on the Joint Staff, J4 Logistics Directorate, in Washington, D.C., where she served as an action officer in the Director’s Action Group and Capabilities Branch.  She also served as Executive Assistant to the Director for Logistics.  After the Joint Staff, she reported to NAVSUP Fleet Logistics Center Norfolk where she was Operations Director (Code 430) from August 2022 to May 2023, providing sustained global support to the Fleet.
 
Cmdr. Flynn is a member of the Acquisition Professional Community and is DAWIA Level III certified in Contracting. She is a fully Joint Qualified Officer. Personal awards and decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, and various other campaign and unit awards.  She is qualified Surface Warfare Supply Corps Officer, Naval Aviation Supply Officer, Navy Expeditionary Supply Corps Officer, and Seabee Combat Warfare.
 
Cmdr. Flynn reported to the Navy Supply Corps School as Executive Officer in July 2025.
