Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.

Commander H. ‘Ted’ Haskell

Cmdr. H. "Ted" Haskell, a native of Georgetown, Texas, graduated from the U.S. Naval Academy in 2009 with a Bachelor of Science degree in physics. He earned a Master of Science in electrical engineering at Naval Postgraduate School. Haskell is a warfare tactics instructor in electronic warfare.
 
Afloat, he completed a division officer tour aboard USS Alaska (SSBN 732) as main propulsion assistant and electrical officer. After redesignating to cryptologic warfare officer, he completed a division officer tour aboard USS George H.W. Bush (CVN 77) as the cryptologic and electronic warfare officer. Haskell returned to sea as cryptologic resource coordinator for Carrier Strike Group 8, embarked on USS Harry S. Truman (CVN 75). He made two deployments during his sea tours, first to the Arabian Gulf as part of Operation Inherent Resolve and then to the Mediterranean Sea in support of the response to Russia’s invasion of Ukraine.
 
Ashore, Haskell served at the National Security Agency/Central Security Service. He also was executive officer of Naval Computer and Telecommunications Station Hampton Roads in Norfolk, Virginia, and the deputy director of intelligence and force cryptologist at Naval Forces Central Command and 5th Fleet in Bahrain.
 
Haskell assumed command of Information Warfare Training Command Corry Station in Pensacola, Florida, in August 2025.
 
His decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, and Navy and Marine Corps Commendation Medal, as well as multiple unit and service awards.
