Chief Warrant Officer 5 David A. Meissner II

Chief Warrant Officer 5 David A. Meissner II, a native of Enid, Oklahoma, enlisted in U.S. Navy in September 1995.  He earned a Master of Science degree in Management from Troy University.  He was commissioned through the chief warrant officer program in 2010.

Meissner's enlisted assignments include: Aviation Electronics Technician "A" school and the P-3C Avionics course before reporting to Patrol Squadron (VP) 20 at Naval Air Station (NAS) Jacksonville, Florida; leading petty officer at Special Projects Patrol Squadron (VPU) 2 in Kaneohe Bay, Hawaii, and as a master training specialist and instructor at the Naval Air Technical Training Center, NAS Pensacola, Florida, where he was selected for chief petty officer in 2005. His final enlisted tour was with VP-8 in Brunswick, Maine, before being selected for the chief warrant officer program.

His officer assignments include: maintenance material control officer (MMCO) and Detachment maintenance officer with Fleet Air Reconnaissance Squadron (VQ) 1 at NAS Whidbey Island; MMCO and quality assurance officer at Aircraft Intermediate Maintenance Detachment Atsugi, Japan, where he earned his Professional Aviation Maintenance Officer qualification. He subsequently served as the assistant maintenance officer for Helicopter Maritime Strike Squadron (HSM) 51 in Atsugi, Japan.

His recent senior leadership roles include serving as the officer in charge for Center for Naval Aviation Technical Training (CNATT) Detachment Tinker Air Force Base, Oklahoma, and most recently as the maintenance officer for Commander, Fleet Air Western Pacific.

He reported as officer in charge for CNATT Detachment Tinker AFB in June 2026.

His personal awards include the Meritorious Service Medal (two awards), the Navy/Marine Corps Commendation Medal (six awards), the Navy/Marine Corps Achievement Medal (seven awards), and various campaign and unit awards.
