Frank Brown, deputy commander of operations, Naval Service Training Command (NSTC), presents end of tour Navy and Marine Corps Achievement and Navy Commendation Medals to several Reserve Sailors outside the USS North Caroline Transient Barracks on Naval Station Great Lakes here, Sept. 27. The medals were presented to the Sailors who were completing their annual active duty time leading, mentoring and taking care of transient Sailors waiting for their next duty assignment orders. (U.
