Surface Combat Systems Training Command recently announced its Headquarters Civilian of the Year for 2025.

DAHLGREN, Va. – Surface Combat Systems Training Command (SCSTC) recently announced its Headquarters (HQ) Civilian of the Year for 2025.
Ms. Stephanie Allison, a management analyst for manpower and personnel directorate, N1, was selected for this high achievement.
“This is an incredible honor, as there are so many amazing individuals that go above and beyond every day to support SCSTC’s mission,” she said. “I am very humbled and appreciative of SCSTC for this unexpected recognition."
She was selected as Civilian of the Quarter for the third quarter of 2025 and has been part of the SCSTC team for five years.
“Selected from a talented government civilian team, Stephanie’s efforts throughout 2025 enabled SCSTC to successfully execute the mission in the training and development of our combat systems warfighters across the Surface Force,” said Capt. Michael Dwan, SCSTC’s commander. “Stephanie is an outstanding example of the incredible team we have here at headquarters and is very deserving of this milestone.”
She has made exceptional contributions to the SCSTC domain's human resources operations, a role that became even more critical during a challenging year of unprecedented civilian workforce initiatives. Specifically, she meticulously processed over 1,200 Requests for Personnel Actions with a flawless record of zero discrepancies and skillfully managed over 90 new hiring actions, including complex overseas assignments.
Furthermore, her initiative in overhauling the command’s Equal Employment Opportunity and telework programs has led to new processes that greatly enhance transparency and efficiency.
“Recognizing our remarkable civilian workforce for their accomplishments is one of the most rewarding aspects of my job,” said Mr. Brian Parker, SCSTC’s executive director. “Stephanie actively contributed to a positive work environment by leading team-building discussions and training sessions, and her support across the domain alleviated administrative burdens, allowing the SCSTC team to focus on warfighter development and mission readiness.”
She is also the subject matter expert in veteran affairs and medical disability documentation and processing. Her dedication has fostered a strong sense of comradery and created a more positive and encouraging atmosphere for everyone.
Her supervisor, Mr. Chris Simmons, SCSTC’s N1 director, nominated her for the award.
“Stephanie’s commitment to the domain is awe-inspiring,” said Simmons. “Her tireless efforts consistently set the stage for the entire team to succeed. Stephanie has been instrumental in shaping our blended workforce and is an exceptional asset to not only my team, but also to the SCSTC domain.”
The criteria for SCSTC’s HQ COY award include superior service in support of the command and its mission, notable contributions to the training and development of Sailors, and demonstrated professionalism in his or her assigned duties.
SCSTC is part of the Naval Education and Training Command, led by Rear Adm. Greg Huffman. SCSTC is a training organization that consists of 15 global learning sites and detachments. Its mission is to provide the U.S. Navy and our allies with highly trained warfighters to maintain, operate, and tactically employ surface combat systems across the spectrum of operations. Annually, SCSTC delivers training to over 31,000 U.S. Navy Sailors as well as 1,100 international Sailors from 27 partner nations.
