Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.

Ohmahr Fleming, USS Enterprise (Ship 10 barracks) division officer, at Recruit Training Command (RTC), Naval Station Great Lakes, salutes Navy Junior Reserve Officer Training Corps (ROTC) cadets from Harold L. Richards High School during an Unarmed Individual Drill Routine (IDR) at the 2020 Navy Junior ROTC Area 3 West Regional Academic, Athletic and Drill competition in the Pacific Fleet Drill Hall at Recruit Training Command (RTC). More than 400 cadets from 16 NJROTC and Navy National Defense Cadet Corps (NNDCC) units in Illinois, Michigan, Minnesota and Nebraska participated in the two-day annual event.
