Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.

Sarah Simons removes old soil before planting new plants outside of Naval Submarine Base (SUBASE) New London. The Simons’ started a beautification project on base after seeing trash and the need for improvement in certain areas. With a love for finding ways to make the community look better, the Simons’ noticed the outside of the base didn’t have many flowers or shrubs. After talking to SUBASE Public Works, the Town of Groton, and the state Department of Transportation they received approval for their beautification project near the base’s Main Gate.
