PANAMA CITY, Fla. (Sept. 22, 2021) Rear Adm. Pete Garvin, right, commander, Naval Education and Training Command (NETC), presents Capt. Keith Dowling, commanding officer, Center for Explosive Ordnance Disposal and Diving (CEODD), with the Legion of Merit award during a change of command ceremony, Sept. 22. Dowling concluded his tour as commanding officer and also retired after nearly 38 years of service in the U.S. Navy.
