Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.

PANAMA CITY, Fla. (Sept. 22, 2021) Rear Adm. Pete Garvin, right, commander, Naval Education and Training Command, presents Capt. Keith Dowling with a presidential letter of appreciation during his retirement ceremony, Sept. 22. Dowling retired after nearly 38 years of service in the U.S. Navy. He enlisted in 1983 and become a chief hospital corpsman in 1993. He earned his commission as a naval officer through the Enlisted Commissioning Program in 1995. After completing explosive ordnance disposal (EOD) training in 2000, he served in a wide range of operational EOD tours, concluding his career as commanding officer of the Center for Explosive Ordnance Disposal and Diving.
