Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.

Spencer McCoy, a class officer assigned to Officer Training Command Newport (OTCN), Rhode Island, tests an Officer Candidate School (OCS) class 01-22 student’s general knowledge during an Officer Personnel Inspection (OPI), Sept. 15, 2021. OPI measures a candidate’s knowledge about any topic eligible for inspection and checks for confidence and competence while wearing the seasonal uniform. OCS morally, mentally, and physically develops civilians and fleet Sailors into newly commissioned officers and imbues them with the highest ideals of honor, courage and commitment to prepare graduates for service in the fleet as Naval officers.
