Rear Adm. Kyle J. Cozad, commander, Naval Education and Training Command (NETC), recognized the Civilians of the Quarter (COQ) at an all-hands call onboard Naval Air Station Pensacola Nov. 7.
For the third quarter of 2019, the Junior COQ is Mona L. Arick, and the Senior COQ is Randall L. Henley.
Also recently announced were NETC’s staff Sailor of the Year (SOY) and Sailor of the Quarter (SOQ). The SOY is Construction Electrician 1st Class Deanna Diede, and the FY19 fourth quarter SOQ is Master-at-Arms 1st Class Lance Shults.
All are part of the MyNavy HR force development team that takes Sailors from “street to fleet.” Under force development, NETC’s mission now spans across recruiting, training, educating, managing, and retaining Sailors in an increasingly competitive talent market.
Arick, a program analyst at NETC’s Supply Chain Operations (N3) division in Millington, Tennessee, provided direction to the Navy’s Reclassification Program and 11-member classifier team located at multiple sites throughout the United States. The team reclassified over 1,200 accession Sailors across rating, program and gender categories. She also served as the lead of the Reclassification Waiver pilot program that extends waivers given when recruited to the special warfare operator and special warfare boat operator ratings for Sailors that drop from their accession training path. This initiative allows the Navy to maximize talent management while significantly increasing opportunities and overall satisfaction of the Sailors. The result of the pilot has expanded the waiver process to all pipelines.
Henley, a manpower management analyst at NETC’s Total Force Manpower (N1) division in Pensacola, Florida, served as the lead for all NETC force development military Manpower Change Requests (MCR) and Training Project Plans (TP) manpower reviews. He analyzed and processed 140 MCRs containing over 4,765 individual billet transactions without error. He was also personally responsible for implementing 2,300 manpower changes to transform Navy recruiting districts to Navy Talent Acquisition Groups and Talent Acquisition and Onboarding Centers, and processing all Program Objective Memorandum Fiscal Year 21 (POM21) MCRs containing 760 transactions ahead of schedule.
Diede, the N3 assistant leading petty officer, led 10 Sailors in the execution of writing 37,117 orders to encompass 57 ratings with over 740 career paths encompassing a $29 million budget. As the accession detailer within the Seabee and special warfare communities, she provided career management through the distribution of 2,240 Sailors. Following Hurricane Michael, she tracked daily progress and modified orders for 103 Sailors, ensuring that they were able to complete training through alternative training paths. Diede will join other Sailors within the NETC enterprise as a candidate for NETC’s overall SOY honors.
Shults, the N3 accession detailer for combat systems ratings, managed and distributed over 1,680 accession orders across four complex ratings and training paths. Lead-time increased for Sailors receiving orders from two weeks past graduation to eight weeks prior to graduation. He also ensured the validation of 12 standard operating procedures and user guides, used in the transformation of the order writing process at the MyNAVY Career Center.
